I know the harlequin codex has long since come but I'm having a bit of issues. I'm trying to run the following army but don't know how:
Jain zar
1 wave serpent loaded with avengers
Aspect host:
Scorpion unit infiltrating in harlequin transport
Banshee unit in harlequin transport
Shining spears
Second aspect host:
Hawk unit
Warp spider unit
Fire dragon unit in wave serpent
Heroes path formation
Solitare
Jester
Seer
Is there a battle forged way to do this, thanks!

With just those? If you've got 10 Dire Avengers in the unit you could easily split it into two units to fulfill the requirement for a CAD for Jain Zar.
The alternative would be making one of the Harlequins your Warlord, allowing you to take an Allied Detachment (from the BRB, 1 HQ, 1 Troop) for Jain and the DA. (you'd lose out on Jain's warlord trait giving Banshees 6+D6" runs).
However, with either of these options, taking Starweavers (the Harlequin transport skimmer) is a no-no, you simply can't do that without taking a Masque detachment and using the Fast Attack slots to buy un-dedicated Starweavers (and even if you do that, the one carrying Scorpions cannot Infiltrate). If these are what you need, then Unbound seems like the only solution.

Dang I wanted the open-topped transport for my ladies :( but thanks for that, it just seems Jain's trait is a by meh isn't the harlequins ones better?

Rolling on the Harlequins table with any of the 'Elite' characters only nets you the lower half of the table (they only roll a D3, and the Solitaire doesn't get one at all), which aren't bad.
If you combo Jain's trait with Banshees, that's at least 13" (potentially 18") of movement + run per turn, which is as fast as a transport not going flat-out.
If you're after an assault vehicle, what about Dark Eldar? A cheap HQ (due to wording, a 10pt Lhamaean fills the mandatory HQ) and Troop (40pts for a Kabalite squad) allows you to buy a Raider as a Fast Attack slot to put Banshees in.

You'd need to take a Masque for the two FA 'weavers. Bare minimum, you'd need to add three troupes.
GW realized that the two units that Eldar/DE players would really wanna get their hands on were the Shadowseer and Starweaver, so they made them really hard to get to.

Dangit I just really wanted to use my solitare since he's so cool. But I guess I'll have to go with Eldar as main since I wanted the avatar too. BTW I own incubi and a custom Ahra (drazhar) can he make incubi troops maybe?

There's nothing stopping you just adding The Heroes' Path formation to an Eldar army, you just need to get everything into a detachment (formations are a detachment) to qualify as Battle-Forged. Drazhar doesn't make Incubi Troops - in the current rules there's toffee-all that moves units into different Battlefield Roles (SM Captain on a Bike, Dedicated Transports and little Meks are the only things that come to mind).
