So my main issue with balancing for wounds is that a few units in almost every book just won't be taken in favor of their more elite cousins.

In Skaven you've got Clan Rats and Slaves, neither of which will be taken over Stormvermin or Plague Monks

In O&G you've got goblins of all varieties vs Orcs of all flavors.

The list goes on as these units have no utility other than just being not as good wound for wound vs their counterparts.

I think these units types should get a "Weedy" keyword (or something like that) that essentially means they have half a wound each, rounded up for actual game purposes, but counted 2:1 for the size of the warscroll.

Hi,

Instead of just counting wounds, you might want to try the Scroll of Might (see link below).

For example, 18 Might will get you 1 Skaven unit of:
40 Skavenslaves with Sling, or
30 Clan Rats with Spear, or
10 Stormvermin, or
10 Plague Monks.
Each of these models has 1 wound. As you can see, using Might gives you quite a different wound-count per unit.

The problem with points systems is that they are much harder to get people to use universally across games.

If I'm playing a pick up game with a guy, it's much easier to say ..

"Hey, lets play 100ish wounds, count your little gaks like goblins and zombies as half wounds."

than it is to get him to go download a pdf, look up point costs, and hammer out a list.

HAve you figured out a way to tell quickly and without much math which units are "weedy?"

I'm putting together a wound-comped AoS tournament soon and I really want to try and figure out this last little hitch.

I'm not worried about the disparity between a clan rat and a storm-vermin. Warscroll synergy helps differentiate which to bring.

But setting apart the truly non-wound point worthy guys is a challenge.

For example, you might think a zombie qualifies, but then people take a gajillion zombies and form them into super units with big bonuses for numbers.

I'd still include a max wounds per scroll there, like 20 or 30, or so.

I only really know from my own armies, specifically Goblins of all types and Slaves, Clanrats.

I read through the Empire book for example and didn't see anything I'd qualify as weedy, all the units are decent and it's a trade off of abilities between them (spears vs swords) for example.
