If you mean, "does their armor have a slightly different communication system from normal power armor, giving their voices a different tone?" The answer is, probably.

The burning pits of Hades, also known as Sweden in summer

It is the same in Dawn of War 2 and Regicide.

In fact, it's something that is surprisingly consistent in 40k material.

Relic made Warhammer 'come alive' but now they've lost it. I guess Regicide's devs are just continuing the tradition.

It's possible that Regicide had no real idea what Terminators were supposed to sound like, and just copied Relic.

Though, copying Relic for 40k might not be the worst idea...

Why not? The Imperium, especially the Space Marines, are incredibly dramatic. Just about everything is designed with heavy artistic/symbolic meaning behind it - their ships are cathedrals! It makes sense that Terminators and Dreadnoughts would specifically have systems that make their voices more intimidating (though, in the case of Dreadnoughts it's probably a synthetic voice) because it makes them seem more imposing and powerful. They love stuff like that.
