A purely deepstriking force so it is very fast but if nothing comes in on turn 2 then i'm screwed! Any suggestions would be great!

(P.S i've been torn between a pure inquisition army or a pure Tempestus army so an idea of which one you prefer would be great)

Nah, I wouldn't go for a commissar. Scions are too expensive, the squads are too small and the risk of killing your special weapons makes them not worth it.

The most popular Scion HQ is probably a command squad with 4 hot shot volley guns. I'd go for that or plasma. I'd also recommend at least 2/3 5 man melta suicide squads,

You could probably drop the assassins and one of the Scion Squads to get down to 1000 points.

(TBH I varied to weapons for 2 reasons, one because I am cheap and don't want to buy 12ish boxes of Scion Squads to get enough melta bits and two I like the idea of having an army that can adjust to whatever is needed.)

That 1500 pts list looks nice though I think you could change captain Fail-carius with Tigurius. You save points, gain psychic defended and support, and a reroll on Reserves - a lot better than a simple +1.
