Is it me or this artefact quite potentially extremely powerful for its relatively cheap points cost.
For anyone not in the know it's the same cost as a lightening claw and gives the bearer adamantium will however once per game he can unleash the Rune in the opponents psychic phase and make all enemy psykers within 24" perils on any double

Sounds highly situational. It could be useful against armies like GK, and Eldar.
What if your opponent doesn't have psykers? Then you wasted 15 pts.

It's 15 points lol in a chaos army 15 points Dosent get you much. It could potentially be very good vs eldar gk bids vanilla marines daemons other csm armies

All the really good psychic armies have huge mobility (daemons have FMCs and Jetbike Psykers, Eldar are on Eldar Jetbikes, Nids are FMCs) and thus will easily stay out of range of your brazen rune. The only psychic army that doesn't have mobility is SMs but they probably have draigo so will just Gate of Infinity out of range first then continue to cast psychic powers.

It's not very good. Situational, as mentioned. If it always had the bubble effect active it could actually matter in a game, because you could at least dictate where the psykers would move or avoid. For one turn? Meh, no big deal.
