The Titan dedication of Tzeentch allows rerolls of 1's during shooting. While this is great for the Vulcan mega Bolter on a Warhound Titan what does it do for blast templates? Do turbo laser destructors get a scatter reroll for the rerolling1's rule?

The Rules governing Templates and Re-Rolls only addresses Twin-Linked, they do not talk about other Re-Roll methods to grant permission to do anything with them.
Blast Markers have a Rule called Blast Weapons and Re-rolls, addressing Re-Rolls in general, but even that Rule is debated as to what situations count for a 'Re-Roll.'

Yes this is a heated debate that is still polarizing. But in this specific instance I feel that the point cost for this upgrade implies that it does work for blasts (because if it doesn't why is it more expensive then other dedications)

It works for blasts, as you do indeed have the ability to reroll your to-hit.
