I was interested in making some movement trays for my magnetised miniatures to adhere to. As a rule stainless steel is non magnetic (to much non-Iron in the mix) as to any foil working not likely ..thin sheet steel is the key here or if you have a $1 store (or its equivlent) about some cheap small cookie sheets make excellent movement trays and some can be resized with minimal fuss

Another item to look at is Galvanized steel roof valley flashing (goes under the tiles and above the asphalt felt ) can get at your home improvement store ..but make sure its galvanized steel and not aluminum..(roughly a buck a square foot)

Some stainless steel is magnetic, I use a stainless steel kitchen knife to mount my magnetised bits when painting them. But typically stainless steel is not magnetic or if it is, it's not as strong. Without knowing the type of stainless steel the safe bet is to just stick to regular steel sheet as thin as you can get it.
