He generated 4 warp charges but every time he passes a psychich test he gets a chance to generate an extra warp charge. He also has a better invuln save, Arguably mastery level 4 means that if you are really trying to get a specific power (like invisibility) he has a better chance because he could get 4 out of 6 powers on that table rather than two sets of three. So he does have his benefits but is probably not better than just taking two farseers.

That extra mastery level is important for purposes like denying the witch (denies on 4+ if his unit is targeted by any generic psyker), and he generates four warp charges automatically. That's a Warp charge 2 power pretty much guaranteed to go off every turn. Through psychic focus, he can get four random powers plus the primaris. He's also T4, so he can't be instakilled by S6 if he's alone.
The main reason Eldard isn't taken is that he's double the cost of a generic Farseer and you can't put him on a jetbike. Eldrad is still an abosulute beast and worth considering if you have the points to spare or are playing an Ulthwe-themed army.

With his "cast one get warp point free" tech, he's damn good.
Especially with other farseers.
Feed him a few charges to cast multiple WC1 spells, then watch as you get back about half your investment

I've been considering throwing him in a seer star with some shadowfield archons in a raider. He'd make it easier to make a 2++ rerollable happen.

Be careful - if GW sees that, their response will be to make Shadowfield 100pts for a 3++ save (which is still destroyed on the first fail).

If you are thinking of Eldrad in terms of 2 farseers and comparing their psychic powers then Eldrad is not worth it.
Eldrad is a utility character that gives a number of abilities that are unique. He is actually a pretty potent melee character, has the highest chance to get any 1 power on the table, has a 3++ which can seriously help to fortify a unit when fortuned, and most importantly has scout.
I have used Eldrad a bit in 2 different capacities.
1) In a unit of D cannon vaul batteries at the middle/front of my deployement and either scouted in ruins or setup behind an ADL. This unit is incredibly resilient and makes a very nasty board control unit. This makes good use of Eldrads abilities and provides a nice bag of tricks. Runes of fate is excellent for supporting from a middle of an army BTW.
2) The other major use is in a "Freak Show" style list with foot seer council(s) supported by either DE or Harlie Ld mod IC's. Eldrad lets you throw way above your weight when in a seer council and gives you a higher chance to get invisibility (also gives a 3++ if you end up with fortune, which helps). Also the scout ability gives you extra options if you end up starting the councils on the board.
