As a complete sucker for seers, I'd take the council. That and I honestly don't like Swooping Hawks that much, I find Scourges to be by far their superiors.
A seer council requires it's warlock conclave to have at least 5 models so this will skew your points costs quite a bit. A minimum council on bikes will cost 480 while your aspect host as described is 285. Also they all have to be in the same unit so you will lose most of the benefit of having them on bikes with Eldrad as he cannot take a bike and arguably could not even be taken in a seer council on bikes due to the rules of the formation.
