Personally I'd see him somewhere around this: The Emperor, Saviour of Mankind, Lord of the Imperium - 1000 points WS9 BS7 S6 T6 W8 I7 A6 Ld10 Sv 2+ Wargear: Imperatoris Clypeus: This blessed suit of armour grants the Emperor a 2+ armour save and a 3+ invulnerable save. In addition to this, during your psychic phase, the Emperor may choose to expend 3 of your warp charges to allow him to either reroll all failed armour saves or invulnerable saves until your next psychic phase. The Eagle's Talon: Range: Melee S: 10 AP: 1, Armourbane The Burning Blade: Range: Melee S: User +3 AP: 2, Force, Blind Special Rules: Psyker Supreme: As the most powerful psyker known in the physical realm, the Emperor is able to effortlessly use his prodigious psychic might upon the foe. The Emperor is considered a psyker that is Mastery Level 6 and knows all the powers from the Biomancy, Pyromancy, Telepathy and Daemonology (Sanctic) psychic disciplines. He also harnesses warp charges on a 2+ and never suffers from the effects of the Perils of the Warp table. Furthermore, the Emperor counts as having a Psychic Hood. The Emperor also has access to an additional psychic power which may only ever be used against Horus Lupercal: Judgement - Warp Charge 10 Judgement is a focussed witchfire with the following profile Range: 12" S: X AP:X, Purge Soul Purge Soul: Such is the sheer amount of psychic force brought into this focussed attack that it drains the Emperor's own life force to do so. If this is successfully cast, the targeted model of this power is automatically hit and removed from play with no saves of any kind (including abilities that would allow them to come back or "non-saves" such as FNP). Furthermore, those who are hit by this attack cannot take a Look Out Sir! test to allocate this attack to another model. After this has been resolved, the Emperor suffers 2D6 wounds with no saves of any kind allowed. Divine Presence: Such is the intensity of the Emperor's aura that his mere presence fills his Imperial soldiers with courage and the unrelenting desire to destroy his foes while also weakening the will of his enemies. All friendly units within 24" of the Emperor from the Armies of the Imperium gain Fearless and Furious Charge special rules. All enemy units within 24" of the Emperor suffer -1Ld and those with the Daemon special rule suffer a -1 modifier to their Invulnerable save. Lord of the Imperium: If you take the Emperor in your army he must be the Warlord. At the beginning of the game, the Emperor may choose any single Warlord trait from the Strategic, Command, Personal, or Tactical trait tables. This is what I proposed on an earlier thread. Also have rules for Adeptus Custodes too.
Using the model for the new giant Celestant Prime:
Lord of War
Jump Infantry (Character) Unique, Extremely Bulky
750 Points
WS7 BS7 S7 T7 W7 I7 A7 Ld10 Sv2+/3++
Wargear: Armor Imperialis, Flaming Sword of the Emperor, Talon of the Aquilla, Wings of Light, Golden Halo.
Special Rules: Independant Character, Fear, Fearless, Hatred (Chaos and Chaos Space Marines), Indomitable Psyker, Psyker (Mastery Level 6), Adamantium Will, Primarch, Eternal Warrior, God-Emperor.
Indomitable Psyker: Knows the Primaris of Biomancy, Pyromancy, Divination, Telepathy, Telekinesis, and Sanctic Daemonology in addition to the 6 powers he normally can generate, and generates from those 6 tables. The Emperor re-rolls failed psychic dice and Dispel Dice. The Emperor may ignore the effects of Perils of the Warp by expending a Warp Charge.
God-Emperor: The God-Emperor of Mankind MUST be your army's warlord. Instead of rolling for warlord traits, choose any 3 traits from the tables in the BRB, or from Codex: Adeptus Astartes Space Marines. Imperial Models in the same army as The Emperor have Fearless, Crusader, and Relentless.
Armor Imperialis: Gives a 2+ Armor Save, and if a source would deal multiple wounds (d3 wounds/d6 wounds/6+d6 wounds), roll a die for each instance. On a 2+, the allocated wounds are reduced to 1. (this does not make a pool of 20 bolter wounds go down to 1, but rather a Destroyer roll of 6 go down to 1 allocated wound)
Wings of Light: In the movement phase, the emperor may move up to 48" over models and terrain. If he does this, he may not run or charge this turn.
Golden Halo: Gives 3++ invulnerable save that cannot be broken (via turbo penetrator rounds/6 on the D table), All enemy Units within 12" must take a blind test when targeting (shooting and CC) The Emperor before rolling to hit. Also gives the benefit of a Psychic Hood.
Flaming Sword of the Emperor: Melee S AP:1 Soulblaze, Armorbane, Blind, Instant Death, Unwieldy, Wildfire, Cleave
Wildfire: Successful invulnerable saves must be re-rolled.
Cleave: Instead of rolling to hit, The Emperor may substitute all of his attacks to automatically hit all enemy models in base contact with him.
Talon of the Aquilla: Melee S:+1 AP:2 Fleshbane, Shred, Instant Death, Rake
Rake: When attacking with this weapon, a to-hit roll of a 6 is an automatic rend (wound for non vehicle models, treated as a to-penetrate roll of a 6 for vehicles). No further roll is necessary.

Just take Horus's rules, add 1 to each stat, make him level 4 psyker who can choose his powers and cast on a 3+, and call it a day.
