Yes.
Arguably you could stick the entire unit on a single base like other games (
KoW being the most visible on Dakka) but
HC still has unit formation rules that make splitting units into 40×40 or 60x40 bases a good idea.
Also, any good advice or places to point me towards for Hail Caesar would be fantastic as well.

Fiddly to paint if you glue them onto the basis first, though...
Also true. Giant lolly/popsicle sticks for crafts are pretty cheap and plentiful, and useful for temporarily gluing minis in a row for painting.
