Hi,
can Terminator Armour be worn by regular human, or Space-marine grade (or some other kind of) body augmentation is necessary?
I'm asking because in Inquisition codex, Ordo Malleus Inquisitor can take Terminator Armour and his T vaule is 3. It's bit confusing.

Not Astartes Terminator armour, but an armour that is equal to Terminator armour (stat-wise). Human powered armours are smaller than Astartes armours, and they generally don't require BC.

Inquisitors and other high ranking Imperial's can have armour that is equivalent to Power Armour, Terminator Armour or Artificer Armour - they are usually custom made but Inquisitors and Rogue Traders may even have ones made by Xenos species.
Body Augmentation is not required - but can be a way to have it work - others use a "plug suit" which allows them to mimic the black carapace of the Astartes.

Space marine versions of armor is designed to fit their unique physical dimensions and interface with the Black Carapace.
Regular humans would need human versions of the armor, and its almost certainly going to be hand crafted. Inquisitors are naturally one of the groups which have the authority and clout to commission their own suits.

Plug bodygloves? Interesting. What is the source for that? I fail to see how something like that could work in the same way as an implant that interfaces directly with the body's neural network. Also, pretty much any person wealthy enough in the Imperium improves their body through implants, not just the AM. It is how nobles and other important people can easily live up to 200 years.

She was dressed in a skin-tight bodyglove, which would normally have been more than enough to raise my spirits, but unlike the one I'd seen her in at the Arbites building in Principa Mons this one was midnight black and festoned with sockets and truncated power cabels. It just had to be the dermal interface layer for her power armour.....

Apparently the interior of Power Armour also has the lingering bouquet of Emperor knows how many centuries of old sweat and flatulence..............
I would agree that many of the great and good of the Imperium rely on implants but drugs are also widely used in that strata - in particular anti-ageing ones which are standard for nobles and of course combat stims and the like. The Spyrer suits (which may incorporate Tau and other Xenos tech) also have highly advanced interfaces and drug injectors with their wearer without relying on implants..

Originally it was stated he was an initiate for, I wanna say, the Lamentors chapter. He failed half way through the process, retaining the early implants, but because of his psychic powers he was sent to Adeptus Telepathica instead of becoming a Serf(and was lucky enough not to die). He later became an Inquisitor.

Terminator armour came about through modifications to the suits worn by technicians who serviced the INSIDES of plasma reactors - combined with the idea of the Apocalypse suits worn by Judges in Judge Dredd.
Both of those were worn by unenhanced humans.

That sounds like the sort of thing you'd read on the 40k Wikia.
In Vraks part III it stated: "In his youth he was subjected to similar genetic enhancements to that of a Space Marine."

Just dropping in to remind people of the mathematical reality and not just what some BL author came up with. Also, the divide between how the almighty fluff claims things work and how it actually works is quite embittering, to be honest. The fluff forgot to mention that the Eldar are not to be engaged. Ever. Because they're just better.

Yes, but stuff like PA are constant across all 'dexes, bolters are, too, lasguns, flak armor, etc etc.
A terminator armor will always have the same capacities from one codex to another, from one game to another, unlike books where one can do backflips with it in a book and feel somewhat restricted in another.

Bolters; alternatively caseless or with the spent casings as holy relics, depending on the author. Also there are dozens of different rounds based on the athor's needs(one of the first horus heresy books talks about how glad lokken was that they brought sub-sonic rounds with them instead of hyper-sonic as they fought some plague zombies).
Lasguns; so many different descriptions of both power output and how they fire(laser-line blast, or starwars blaster bolt).
Power Armor; in 1 book(part of the Space Wolves omnibus) ragnar experiences the wind in his hair and then shortly after landing gets hit with some shrapnel sending warning-runes alight across his hemelt's visor. On top of that the armor is variously silent or you can hear servos whining with every movement(undamaged) along with the hum of the powerplant. On top of that it can variously take an autocannon round without so much as a scratch, or be penetrated by a sickly cultist with a kitchen knife.
As far as the back-flip; wasn't that in a C.S. Goto book?

Because math is a universal language. And the fluff has changed to many times for this genre that I can't take it seriously at all. Mighty mighty terminator armor with a 16% failure rate. Real mighty there. Also, the fluff doesn't help me on Saturdays. In any way. I can cry about what happened in such and such novel, but it's still a 2+ save on an expensive model that will just die to Xeno guns. That's what should be happening in the fluff, btw. The fluff should obey the mathematical modeling in the game, because when it doesn't, it loses all credibility.

Kor Phaeron of the XVII Legion, Word Bearers wears a unique suit of terminator plate doesn't he? He was too old to undergo the process of becoming an Astartes, but he does get a nice terminator suit.
