I will be attending my FLGS first xwing tourney in a couple of weeks. I have a few games under my belt, but am hoping to get some advice from other veteran pilots.
This is why I am thinking of so far.

I'm not all that experienced, but with the recent release of TLT (twin laser turret) a lot of players might of have them.
TLT's would / could be quite effective against each ship in your list.
But none the less your list is solid, and from what I've seen similar lists have been played quite a bit.

Give Howlrunner something other than Squad Leader. Since she'll be the priority target in the swarm, she'll need her to use her action every turn to evade (which all the other TIEs should be doing as well). With no upgrades on Howlrunner, you're sitting at 96 points so you have enough points to give her something much more useful. Swarm Tactics is a solid choice since it allows an Academy Pilot to shoot at PS 8, and it only costs two points and leaves you with room for an initiative bid. Another option is Stealth Device or Hull Upgrade, both coming in at three points. I tend to favor Stealth Device because a ship with three native agility, plus an extra green die, and an evade token is pretty hard to hit.
Recon Specialist on Whisper is pretty good, but I'm a fan of Rebel Captive because it makes her a much more unattractive target, especially to ships that don't want stress.

The only problem with this list is the incredible point sink in very fragile Whisper. If I were your opponent I would completely disregard the rest of the ships until Whisper was gone. I would not recommend spending so much on such a flimsy ship....
This is not to say that the list is bad; I just wouldn't recommend the sink in a phantom.. What other things do you have if any?

The only way to make Whisper or Echo work is to spend points on them. Whisper isn't that fragile if you fly her correctly; out of arcs and with an evade token (focus is preferred if you know you won't be shot at and you should have a TL from FCS to modify). She should cloak every single turn with ACD, have an evade token from her action, and probably a focus token (from her pilot ability). If that happens, and it should, she's really hard to kill.
This list is pretty much the same as Morgan Reed's second place list Worlds last year and it's really solid (the suggestions I made make it the exact same list). I've used it a lot and placed very well in local tournaments with it.

I have;
5 Tie Fighters
3 Tie Interceptors
1 Phantom
1 Firespray
And access to Tie Defenders if needed
I have flown whisper like before and really like her and how maneuverable she is. I have thought about dropping Whisper and an Academy Pilot for 2 Interceptors though

My suggestion would be something like
Howlrunner
3 x Academy Pilot
and then either this Whisper if TLT's are expected to be a big thing;
Whisper with Rebel Captive, Sensor Jammer, Lone Wolf Advanced Cloaking Device
or if you are expecting more high PS fat ships then this Whisper
Whisper with Rebel Captive, FCS, Vet Instinct and ACD
Note the second Whisper leaves enough points to stick a Stealth Device on Howlrunner and still come in at 99 points

I think the first Whisper that Turnip suggests is a winner. Just remember when facing TLT's... don't spend tokens on the first attack unless you can cancel all of their dice.

Yes. You only need a single focus with Whisper. You are throwing a lot of dice and you get a free cloaking action and a free focus when you shoot with Whisper. It is best to fly Whisper very defensively... don't decloak unless you know that Whisper will have something in arc. Use the truism... without Boost, a ship cannot move in such a way that it isn't in its own arc at the start of the activation phase to predict where your opponents ships will be.
Some people like to run Tactician with Whisper... I find that Whisper either wants to be at Range 3 of most things or at Range 1 (Outrider and TLT turrets). Range 2 is bad, just bad for Whisper.
Rebel captive is still a huge warning not to attempt shooting at the Phantom... when you can take it.

I completely agree, I was just clumsily trying to make the point that a first time tournament player running whisper isn't the most beneficial when you could take something like a firespray

Its important to remember that her pilot ability only triggers when you land a hit. Even with four dice, missing a 3+ agility ship is possible.

The biggest challenge I see with this list is that it requires a fairly high skill level to fly. Phantoms and tie swarms are some of the more difficult styles of play to master in X-wing. You really have to be on the ball and make no mistakes.
I would never recommend something like this for newer players.

I wouldn't recommend Imperials to beginning players either, but it is what Marshall Ragnar has and is interested in so that I what I'm suggesting.
How do players become experienced??? They need to play... and they need to play a list that they want too. I'm sure that Marshall Ragnar is a mature enough player to understand that he isn't going to roll into his first X-Wing Tournament and win it all. He's looking to gain experience in this list, and my goal for him is to win his last game.

Wait? What? I thought the new guy always wins the tourney?! Lol
I did just get some rebel ships also, but am really interested in play Imperial more.
I have gotten several more games undery best and feel that I have gotten the movement/shooting/prioritizing down pretty good. Still working on figuring out the best combos are for pilot skill/upgrades is though.
Fell and interceptors are my favorite so far. Defenders seem kinda lame for their points, and Tie Fighters are fun.
