So scouts in the new codex got bs/ws 4, meaning throughout 100s of years of conflict and war with the enemies of mankind, a vanguard or sternguard veteran has litterally not learned how to use a gun/ sword more effectively than a fresh recruited scout, in fact, unless your an HQ or a champion, your as accurate as a day 1 scout. Sternguard veterans have been fighting for years, across numerous untold battlefields, master of the bolter and the ballistic weapons of the astartes, theya re granted special ammo to use, but handing them off to a scout is again, just as effective.. Vanguard veterans have scored kills innumberable across hundreds of war torn planets, Terminators are highly trained and venerated space marines, entrusted with some of the mightiest armour the astartes have, and granted a fragment of the emperor's Armour in the crux terminatus.

And yet scouts can effectively fight mano-e-mano with one of these guys and win. (minus the power armour/ terminator armour)

So prehaps putting BS 5 on sternguard, WS 5 on vanguard, and WS/BS 5 on terminators would really help keep it fluffy, hell even IG vets get better over time (BS3 -> BS 4)

Yeah, I think Scouts should be nerfed to WS/BS3, Sternguards to BS5 and Vanguards to WS5?

Welcome to one of the flaws of the d6. There just isn’t space to differentiate a lot of subtleties.

If sternguard went to BS5 they would have to get a significant points boost.

If you want the marines to match the fluff, you end up down the movie marine path, where they all are 100-200 points each. Hard to field an army like that.

Vets are better: +1A, and +1Ld. Remember each increase in Warhammer is an order of magnitude, so S1 would be something like lifting 1lb, S2 would be lifting 10lbs, S3 would be lifting 100lbs, and S4 would be 1000lbs. Clearly the Veterans are better than the regular Tactical marines, just like the Tactical Marines would be better than the Assault marines, but they're all BS4 because there's no need to get that granular.

Quite agree with the last couple of responses – there's a limit to how granular you can get on a D6 system and if you have too much range on Space Marines, it's kinda restricting the amount of room for manoeuvre you have for other stuff.

There is nothing horribly wrong ( or really op either) with making sternguard bs5 and vanguard ws5. Your idea sounds cool to me, but you will have to adjust the prices on sternguard for the unit by about 10-15pts.

Vanguard would probably be fine at the same cost IMO
