I've got a Phoenix but don't know which is better to build? Have any of you guys had any experience with either of them that can give me some opinions on the most useful of the two?

What is the rest of your army composition? Based just on looking over them I would probably always take a rider and generally say Flamespyre. With the chance to be reborn, ability to ignore wounds, and the fly over damage it looks like a real beast on the field! Now if this is going to be your general obviously you want Frostheart and to synergize it with units to take advantage of the blizzard aura. Personally I would find a different general and take Flamespyre ridden by an anointed. Hard to say for your case though without knowing what else you are bringing.
