Hey FlingitNow, he's saying it's a tactical squad containing five members, not 4x 10 man tactical squads.
Now, on to the list at hand.
Firstly, Welcome to the Blood Angels! A more noble chapter you will not find.
Let's take a look at your list:
First, the Librarian. I like the concept here, though I would strongly consider dropping the Hand Flamer for just a bolt pistol, as Gallian's Staff is a 2 handed weapon, and you won't benefit from the bonus attack a pistol would give. Also, Psychic attacks will more than make up for not having a
ST:3 flamer pistol. Save those points and keep him more bare-bones.
I'd next consider a command squad for the Librarian and add jump packs. It's an elite choice, and a bare bones Command Squad with jump packs is exactly 125 points, and that includes a Sanguinary Novitiate (Medic) which grants the squad Feel no Pain, and a Company Champion with a Combat Shield and a Power Sword equipped that's
WS:5, and that can take challenges for your Librarian. You can use the points you saved from the Hand Flamer to throw a Storm Shield on one of the three other veterans, and if you free up another 20 points, that lets you run three storm shields on this unit to help them, and your Librarian, survive incoming fire and get into melee. You can also throw a Meltagun, or power fist/lighting claw on one or two veterans if you can free up the points, though I would try and keep this squad around the 160 to 180 point mark if I were you. Maybe one Veteran can carry a power fist for
AP:2 swings along with his Storm Shield They're ablative wounds for your Librarian and a way to give your Librarian a 3+ invulnerable save (with a 5+ feel no pain save as long as it's not double-toughness). Also, Feel No Pain allows you to have at least a 5+ save versus any perils of the warp wounds you suffer that you otherwise would just take with no save allowed. Very much worth it in my opinion.
Next: Your Death Company. I would once again drop the hand flamer, and get rid of the power weapons all together for the most part. I would keep one or two fists in this squad (One, were I the one making it) and would also consider keeping one power weapon (axe) on a marine for extra
AP:2 swings. Also, as an aside, if you want to consider it, put a Bolter on your Power Fist marine as Death Company are Relentless, and giving that model the ability to double-tap a bolter and then charge in anyway is awesome. You won't be losing an attack either since the Power Fist is a specialist weapon.
Next, your Tactical Squads: Firstly, replace your Lascannon with a Heavy Flamer. It's cheaper, and is an assault weapon, so the squad can charge in if you fire it. The Razorbacks will hopefully give you some decent anti-armor out to range, and also provide some added
AP:2 shooting with the twinlinked plasmaguns. Lastly, your Sergeants: Give them Lightning Claws instead of Power Weapons if you're going to run Combi-Grav bolters on them. They don't lose out on an attack that way (Lightning Claw is a Specialist Weapon), and also get the Shred special rule for no extra points cost.
Any extra points you save on weapon swaps you can put toward a minor upgrade or two on your Command Squad or Death Company. Throwing another power weapon (axe, or Mace) on the
DC wouldn't hurt, but I would try and keep the majority of the squad (at least 6 or more) armed with bolt pistols and chainswords. An alternate thing you can do with your spare points is add another Bolt Pistol & Chainsword Death Company marine or two to the squad (Max of 15 total) so you have even more ablative wounds for that unit to soak wounds with. I'd shoot to have at least 12 to 13 models in here if I were you, if not the full15, and you should have the points to do that by shaving a power fist and three power weapons out of the squad.
