Awhile ago, I had contemplated a "specialist slot" for unique solos, but had always felt the idea was still kind of off.

At the same time, it's still weird to envision a Marine army running around with 2 Chapter Masters, or some other similar scenario.

Would the game work well with a "Warlord/Lieutenant" dynamic instead of a broad HQ slot? (While restricting Lords of War strictly to supers instead of special characters?).

"1 Lord+3 Lieutenants at 1850" points or so?

Things are already going that way with Lords of War, though I think the current use of the slot is a little incoherent.

To me, Lords of War should probably be called "Engines of Devastation" or something like that, and cover big apocalyptic monsters, war machines and the like. The special characters who are currently in those slots - Imotekh, Marneus Calgar, Logan Grimnar, etc - should be in something else, like "Legends". So, you can get one "Legend" - a named special character, or something broadly equivalent to one, like a generic Chapter Master or (if it were a thing) Chief Librarian. Then, leave HQ to cover things more along the lines of generic leaders. Though, this would require some tuning: some armies find their named heroes mostly useless, others pretty much never want to use anything but.
