So I'm playing a small game tomorrow with this list. First game with Cults and Militia so I want to see how it goes. I have a Maggoth Lord and 10 additional Plaguebearers in the mail to use as a Soul Grinder but what is lacking in this list?

Abhuman Helots and Tainted Flesh 70 pts

Force Commander 65 pts
Power Weapon
Cyber Familiar

Militia Levy squad X2 100 pts
CCW (Free)
Discipline Collars
Frag grenades (they will be camping in ruins and they can't be failing their charges.)

Militia Reconnaisance
Cameoline
Lasrifles
Demolition Charge (some much needed heavy support)
Discipline Collars

Herald of Nurgle 55 pts
Lesser Rewards

Plaguebearers 90 pts

I have a few tactics depending on the mission type. I'm not sure if I want to play Maelstrom since Militia lists have awful leadership but this has a total model count of 58, so it'll end up outnumbering any 500 pt list I play barring perhaps tyranids, so I have a significant numerical advantage. If its a standard objective mission I just have everything but the Reconnaissance Squads camp out in ruins. The Reconnaissance squads will inflitrate at the start of the game, either seizing "the relic" or just lobbing their demolition charge at the most threatening looking thing on the board. I contemplated having the Daemons as a deep striking shock unit but Plaguebearers are too good as objective campers to pass off. If we go for kill points I'll just drown the enemy in rending CC attacks. It has no armor so my next addition (after a few more games) will probably be a couple of LRBTs. My other option is to bulk up on infantry, buying a few more boxes of mantic ghouls. Lots of advice is needed.

You are worried about leadership.. is there not an option to make your levys fearless? This is what has been taken in most lists like this I have seen.

Cult horde. Sadly it also makes you fundamentally unable to shoot - snap shots only.

An army if mutant abhumans is going to be damn tough for its points, but even with stubborn your leadership is suspect. The force commander should help though.

I'm not convinced about the recon squad. They're a little too expensive for kamikaze demo charge units, and they get infiltrate not deep strike...not sure what to suggest instead, though.

Abhuman helots makes the whole army T4 with FnP 6+, so theyre more durable than orks. That and I really dislike Cult Horde.

I decided to convert some quad mortars out of Maggoth Lord heads but I agree the Recon squad is a bit iffy.
