Can a walker move through a ruin that has more than one floor? Is the ceiling a Problem for a walker or can it ignore the ceiling?

Moving through isn't a problem, as you can move through the parts of the ruin with no problem.

Stopping inside is the issue. Some players rule that the walker can only be in there if it physically fits, while others apply Wobbly Model Syndrome to count the model as sitting in there.

There's generally quite a bit of debate over whether or not WMS is actually supposed to apply to that sort of situation, so if in doubt, discuss with your opponent before the game.

If the walker can make it's full movement through the ruin and not have it's body be cutoff by the ruin I'd say it's fine since you don't have to move a model through every inch of it's journey to it's destination. AFAIK

I do love having my necron stalker sit on top of a ruin and shoot from there, always looks like a giant spider on a building.

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.

Ruins are open, area terrain that counts as difficult terrain for charge and movement. I say yes he can move through and then use WMS to safely place the unit in the terrain at some agreed spot.

If you have a multi-level ruin for flavor purposes I would still say the walker can move through the ruin but could not necessarily assault a unit higher than the walker can reach. If that were the case I would fire in the unit or if you opponent was trying to create some WAAC situation where their unit cannot be assaulted or shot then the "ruins" should be designated a building and it should be fair game to be shot or assaulted instead.

Questions like this are why it pays to sit with your opponent and create an informal oral terrain datasheet of sorts before the game.

It saves you assuming everyone accepts ruins' walls are not counted as impassable, or the opposite. Or any other assumption you may make about terrain that others don't.

RAW I'm pretty sure its legal for them to go anywhere in the ruin just like anything else.

The problem with not allowing this is when you have a bunch of tall buildings and people start hiding all their army up off ground floor to keep away from your units (walkers, MC's, even Bikes in older editions), which makes for some uninteresting games where you have a Furioso dreadnought trying to learn how to jump so it can kill a single guardsman.
