In an effort to run non-wraith decurion lists I have been messing around with the other options in the Codex. However, the trickiest one of them to me is the CCB. Neigh unkillable by shooting but lacks strong shooting, can do decent hits in CC but gets mulched by anything above str 8 in CC.
My thoughts on the wargear.
Warscythe - mandatory for CC and poping tanks
4++ - worthwhile if stuck in CC with anything that will want to be punching you vs the tank. However, considering not running this to rely upon Jinx + Rez on the lord to survive shooting.
IWND - seems like value, but anything that can pop the chariot itself will likely kill it in one round.
Gauntlet of fire - this + D6 HoW does allow the CCB to do clean up crew duties on squads of lesser units.
Any advise to optimal loadouts, or if it is even possible to attack str8 CC units. Do you run them kitted out (195) or just with a Warscythe (155)??

The best way to use them is in a built of AV13 wall supporting warrior gunline. It can let your warrior to reroll failed Ld test which mitigate those unfortunate moment that your gunline got pinned / break morale.... added Stalk and Arks, your Warrior blob is very threatening, if some non S8 CC unit try to tie your warriors up, counter charge the CCB in in your turn, get that D6 HoW, help freeing your warrior out.
Just remember, CCB is not such a glorious assault unit before the new codex. Never, never never charge it into something like WK, DK, Carnifexes, Terminator with Chainfist. It will get poped no doubt.

At 1500 I do run it with 2 Arks and a Stalker. AV 13 saturation is a thing.
(My meta is heavy MC... so yea well aware he cant punch worth a dam)
General idea is to keep it cheap?

En, if that is your warlord, I think it is better to take phase shifter and IWND. It may be the focus of enemy fire. So if any ranged weapons that is S9/S8 melta/lance, armorbane with AP2 / AP1, you can just tank with that 4+ and 5++ (4++ if in Decrion) followed by IWND.
BTW, just curious is your meta full of shooty MCs like Riptide / WK or close combat MCs like Bloodthirster and Carnifexes?

If it is ranged, can I Jinx and still take the hit on the lord?
(So still a 4+,4++ and saving 25 points... which I could use for a particle-ignore cover-tombblade etc).

I believe the whole model jinks, so the lord would get the save.
Personally the only wargear I find mandatory is the warscythe.
I run it alongside the jetbikes from the decurion detachment, providing some speed to the army, and disrupting the opponent's backline.

Is there anything it can do that another unit in the army can't do better?
(generally, I find the answer is "no", so I haven't used one since the new codex).

Nah for sure, wraiths do the job 1000% better. But I am running a wraith'less army.
So my choices on HQ's that do work is basically CCB, nemesor and a naked HQ riding with Immortals in a sycthe.
Because all the cool cryptek HQs are hard to buy via a decurion....

For a Decurion I feel like the CCB provides a nice CC threat to my list. It also is great to have an extremely mobile unit to grab objectives and line breaker.
In the old days I used it all kitted out with MSS and such, but now that things have been adjusted, they end up being a thorn in my enemies side. It's hard to deal with, a tough warlord to kill so it helps prevent Slay the Warlord.
Also, it's nice to have it's 12" bubble on a mobile platform.
Not as efficient or fun as it used to be, but still a good unit. Backfield distraction.
In the end, it depends on your list. Here is one which I use the CCB:

A little late to the party, but I've seen people run them with just Flamer and Voidblade, using them to hunt small bike squads, tie up shooty units etc..
