Is there any way to make a Rogue Trader army in Seventh Edition? I was thinking of doing a counts-as Inquisitor (even got the aliens in his retinue), with some alllies, would this be the best route, or would something else work better?

Inquisitor with henchmen is probably the best way of representing a RT. You could probably do OK with guard, but they are a little more structured.
