It's easy. Just give:

Name:
Class: Heavy support, Fast attack etc.
Pilot: Shas'ui, Shas'vre etc.
Equipment and Weapons:
Support Systems:
Drone(s):
Description and other Information:

So, basicaly, just make your own battlesuit you think we're missing, or you would like to see. Rules aren't nessecary.

An example:
Name: XV95 Shadowsight Battlesuit
Class: Fast Attack
Pilot: Shas'ui
Equipment and Weapons: Twin-linked Plasma Cannons on each arm.
Support Systems: Stealth generatoir
Drone(s): Markerlight Drone, Shield Drone
Description and other Information: The XV95 Shadowsight Battlesuit was created during the War over the Damocles Gulf, after some stealth suits proved to lack general firepower. The suit sacrifices mobility for higher and tougher armour and more shooting power.

This is actually a really nice idea! As far as the Pilots go:
Shas'ui: Second lowest rank in the Tau military. Can be seen as leaders of Fire Warrior squads, Pathfinder squads, Stealth battlesuit pilots and Crisis battlesuit pilots.
Shas'vre: Middle rank in the Tau military. Can be seen as leaders of Stealth Battlesuit squads, leaders of Crisis battlesuit squads and Broadside battlesuit pilots and Riptide battlesuit pilots.
Shas'el: Second highest rank in the Tau military. Can be seen as leaders of Broadside teams or Riptide teams.
Shas'O: Commanders, highest rank. Can choose whatever battlesuit they like (mostly Crisis suits, but, like Shadowsun, they are known to pick Stealth suits as well)

Hope that helped!

Really cool idea! I don't know anything about Tau lore, so I'm not even gonna try to create my own, but really cool for people looking to create their own Tau sept.

Class: Elite

WS BS S T W I A Ld Sv

Shocking Strike: S1, AP- Haywire
Stunning Blow: S User, AP4, Concussive
-Grav Well Generator- Enemy models in base contact have -1 to their number of attacks in close combat down to a minimum of 1. Enemy units attempting to use the Hit and Run special rule while engaged in close combat with this unit do so at half initiative rounded up.

Drones: Standard drone selection

Basically the idea is to have a durable suit that is designed to tank melee death stars and have another tool against super heavy walkers. Not really intended to kill (except vs super heavy vehicles) but instead drag out close combat then potentially hit and run away.

Name: XV109 Jetstream Battlesuit
Class: Elites
Pilot: Shas'vre
Equipment and Weapons: Jetstream Battlesuit (with built-in Blacksun Filter and Multi-Tracker), Pulse Blastcannon (the super-shotgun from the Stormsurge), Twin-Linked Burst Cannon
Support Systems: Shield Generator
Drone(s): Shielded Missile Drones (Optional)
Description and other Information: The Jetstream is a heavily modified Riptide, invented by the (in)famous Fio'O Ya-Gen, a gifted engineer who went through a traumatic experience when his home Set, T'Mara, was caught in a war between the Tau Empire and another high-tech xeno empire - the so-called Blue Star Alliance. The Alliance employed monstrous psychic-powered walkers called 'Battleoids' that easily swept away the Tau battlesuits with the combination of their incredible toughness and psychic abilities. When the war was over (a disastrous loss for the Tau, but quickly covered up by the Ethereal Caste), Ya-Gen was caught up by the 'Stormsurge Project' and offered an opportunity to put his experiences into good use by designing a battlesuit that could potentially go against monsters like the Alliance Battleoids and have a chance to actually win. Ya-Gen's proposed prototype was the Jetstream, and even though it was eventually swept aside, it still entered limited production in some Septs.
Ya-Gen's prime idea was a fast bruiser that has the ability to conduct hit-and-run attacks and autonomously recover from any damage it had suffered during the engagement. This way, his battlesuit could strike swiftly, deliver a killing blow, then escape to regenerate its damage and repeat the process until all targets are eliminated. While his idea was sound to a certain extent, the Jetstream was supervised by Commander Shadowsun herself who deemed the prototype an extreme - and thus unwanted - projection of the Mont'ka, and thus she ordered the project to be scrapped. Ya-Gen took the rebuff rather well though, as he simply collected the schematics and left to advertise his creation elsewhere.

The Jetstream has Riptide stats, but 6 Wounds and a 3+ Armour Save. It has Hit&Run and It Will Not Die. It still has a Nova Reactor, and its Nova options are 12" movement, BS 5, or 2+ IWNT. It can replace its Pulse Blastcannon with a Fusion Eradicator (same as the Supremacy Suit's) for free, replace its TL Burst Cannon with TL Airbursting Projector or TL SMS for +5 Points, take two Shielded Missile Drones, and take 2 Support Systems. It costs 235 points.

Class: Mandatory HQ upgrade for all types of Tau detatchments
Pilot: Drone model Exel 95-X
Equipment and Weapons: Budget spreadsheet, Stapler and paperclips (one use only),
Support Systems: 3-digit code lock.
Description and other Information:
Budget spreadsheet - After each phase; Select a unit and roll a d6 for each special rule or wargear item that unit have used during that phase. On a 3+ nothing happens. On a 2 or lower that unit has gone over budget and loses the special rule for the rest of the game. Continue to do this until you have selected all of your units that have used any special rules or wargear items during that phase.
Stapler and paper clips - gives a +2 to all paperwork rolls until the next phase.

Due to the ever increasing size of the Tau expansions they have seen a demand of increasing bureaucracy to meet the needs of the increasing bureaucracy. To ensure that the supply chain can cope with the war effort all commanders have now been instructed to take greater responsibility in ensuring that no part of the Tau war machine uses to much of the empires resources. Do do this they have reverse-enginered the Imperium's Exel 95 from before the dark age of technology and made some improvements (mainly support for Tau-style fonts).

Pilot: Shas'vre
Equipment and Weapons:Heavy Ion Accelerator, AAHYMP loaded with AP missiles, Superheavy burst cannon, two heavy railguns. Multiple small weapon systems designed to fend off attacks who get to close. These include flamers, smart missile systems, and burst cannons.
Support Systems:As per the Ta'Unar Supremacy Suit
Drone(s): Two Shielded Missile Drones
Description and other Information:The KX-229 has only been spotted once by Imperial Forces, during long-range surveillance of a Tau encounter with the Tyranids. It is approximately the height of two Riptides, and intel shows the suit is designed for long-range fire support. Weapon systems are reminiscent of known Tau weapon systems - two back-mounted Heavy Railguns are the only weapons that could be easily identified. The other main weapon systems resembled weapon systems previously associated with the Riptide battlesuit; the Ion Accelerator and Heavy Burst Cannon. In this case, however, these seem to be far more powerful than their smaller variants, with this super-heavy burst cannon reducing a hierodule to a pile of gore within seconds.

In game terms, this suit would be a GC and due to the weapons would cost around 1800 points, perhaps 2000. That's what happens when you make a HBC R72" S10/AP1 Heavy 8 with Armorbane

Description: Using a miniaturized nova reactor to power the rail-cannon, it is possible to launch projectiles up to 4000km/s. Anything that gets shot by the rail-cannon will either be dust or rubble. However due to the huge magnetic field it produces all models within 6" gain the Gets Hot! rule in their next shooting phase.

I really like railguns, but the broadside is a bit disappointing. Still has the one shot syndrome problem, but at least if it hits something it will utterly destroy it.

Class: Fast Attack

Pilot: Shas'vre

Equipment and Weapons: Drone Controller, Drones, Jet Packs

Support Systems: Mobile Shield Generator

Description: A suit that is slightly smaller than a crisis suit, but bigger than a stealth suit, they are deployed in pairs. They quick, using their jet packs to fly ahead of the ground troops, and they set up their mobile shield generators. The generators make a straight line "wall" between any other generator within 12 inches. The wall grants 4+ cover to any unit that suffered ranged attacks that pass over the line, and it counts as difficult terrain for the purposes of charging, but only for enemy models. While the mobile shield generator is deployed, the XV-45 is granted the same 4+ cover save, but cannot make any attacks except through drones. They cannot move the mobile shield generator while it is active, and are auto-hit in melee while it is running.

Knifefish Battlesuit (Jetpack Infantry, built-in Blacksun Filter and Multi-Tracker)

Support Systems:
Novalite Reactor
Drone(s):
Shield Drone, Shielded Pulse Drone
Description and other Information:
A rapid response unit, the XT-88 is designed to quickly cross the battlefield and engage enemy armour at point-blank range. Mechanical systems, even shielded ones, are no match for its formidable Amp Cannons scrambling effects. Powered by a highly experimental Novalite reactor, only the boldest of the Fire Caste ever dare to pilot the XT-88.

Electroshock Amp Cannon
- Range 18", Heavy 2 Str-6, AP5, Tesla, Overload
Tesla - 6's to hit cause an additional 2 hits.
Overload - Enemy vehicles within half range that are hit by a weapon with this special rule suffer a single additional hit with the Haywire special rule.

Novalite Reactor - A miniaturized version of the Riptide Nova reactor, the Novalite is capable of boosting the capabilities of the Knifefish Battlesuit. Roll a D6 at the beginning of the movement phase, on a 3+ you may choose a single result. On a 1 or 2, the Knifefish loses a wound with no save allowed.
Overcharge - The XT-88 counts its Electroshock Amp Cannons as Heavy 4 for the duration of the shooting phase.
Pulse Wave - The XT-88 fires a wave of electromagnetic energy. Any vehicle within 6" suffers a single Haywire hit.
Voltaic Thrust - The XT-88 doubles its movement, run, charge, and thrust move distances.

Shielded Pulse Drone - When destroyed, the pulse drone releases a blast of electromagnetic energy. Place the large blast template over the Shielded Pulse Drone. Any enemy models wholly or partially under the template suffer a single S2 AP- hit with the Haywire special rule and take a Blind test.

Standard XV-88 profile with an extra wound (total of 3). Can be in squads of up to 3 and take 2 drones each. No idea what the points cost should be. Knifefish is the more technical name for an electric eel, but it does sound a bit crap. Maybe something else electrical/aquatic as a name?

Lamprey Aerial Mines

Aerial Targeting System

The Burst Cannon may be exchanged for a Flamer or Markerlight for free.
The Lamprey Mines may be exchanged for 2 Seeker Missiles for free

Aerial Targeting System: A model with this upgrade gains the Skyfire and Intercept rules on a turn it does not move.

Lamprey Aerial Mines: The Lamprey Mine is a small Drone-based explosive designed to remain adrift and target hostile aerial vehicles. It has the following profile:

Range: 48", S8, Ap3, Heavy 1*

*When firing the Lamprey, nominate a point anywhere within range (does not have to target an enemy model) and place a round 5" marker at that point and scatter as normal. (Counts as a Blast weapon for Snap-Fire). If a Jetbike, Skimmer, Flyer or Flying Monstrous Creature moves into the marker at any point of it's movement, voluntary or otherwise, it immediatly takes a S8 Ap3 hit on the side armour. Any other type of model cannot be affected by a Lamprey.
At the beginning of each of the Tau player's turns roll a D6 for every Lamprey still in play: On a 4+, the mine remains, on a 1-3, it has been shot down, shorted-out or run out of fuel; remove it from play.
Note that Lampreys will remain in play until they are removed as described above, or are hit by an enemy flyer.

Description:
The stormsurge and Ta'unar combined to create this masterpiece of tau engineering. Due to the extreme cost of development and production, only 1 such "suit" exists, and its defenses are clear signs that the earth caste creators do not want their creation destroyed easily. It is similar in look to the Ta'unar, but is much larger. It also borrows some of its technology from the XV-9 armor of battlesuit commander R'alai and the R’varna.

The Praetorian defence system comprises two twin-linked Cyclic Ion Rakers and two twin-linked Heavy Burst Cannons which may be fired normally. In addition,
these weapons can be used to make Overwatch attacks at BS2 contrary to the usual rules for Gargantuan Creatures.
Heavy Pulse Driver Cannon
The Heavy Pulse Driver Cannon is nearly identical to one of the main weapons on the new Stormsurge ballistic suit, but capable of unleashing more devastating
blasts due to the increased power capacity and throughput of the sovereign.

Support Systems: Failsafe Detonator, XL-2 Drone Controller
Drone(s): Up to five Terror Drones.
Description and other Information:

The XV16 is piloted solely by experienced Monat pilots who have been broken by their experiences and suffer from ho’or-ata-t’chel - Battlesuit Neurosis. No longer capable of functioning outside their armour, the Allip deploys with the intention of inflicting as much damage as possible before triggering their Failsafe Detonator. The XV16 is a terror weapon first and foremost.

Unusually for pilot-controlled Drones, the swarm that accompanies an XV16 are programmed to recombine as an active unit should their controller be killed. Often, the damage inflicted by an Allip continues long after the Detonator has been used as their drones continue to inflict their indiscriminate damage.

Terror Drones are armed with the same stealth generators as the suit itself, as well as improved armour and a special weapon system, usually a Missile Pod or Fusion Blaster, although twin flamers are not unheard of.
