Judicator Battalion
10x Triarch Praetorians w/ ROC
10x Triarch Praetorians w/ ROC
3x Triarch Stalkers w/ Heat Ray

Royal Court
1x CCB w/ Phase Shifter, Phylactery, Warscythe, Gauntler of the Conflagorator and Gauntlet of Fire
2x Crypteks w/ Staff of Light and Chronometron
2x Lords w/ Staff of Light and Res Orb

Strategy
Place crypteks and lords with praetorians and use the judicator battalion to wipe out opponent's warlord unit as soon as possible, hopefully gaining first blood and slay the warlord. If warlord isn't available then aim for the most troublesome unit or a key unit to the opponents strategu.CCB holds objectives and acts as a distraction. Thoughts?

This list is REALLY flawed, no offense.

1.) You cant take any of those with out a Reclamation Legion
2.) I'm not sure that you can take both the Gauntlet of the Conflagrator and Gauntlet of Fire, they're basically the same thing.

You can absolutely take these without a Rec Legion. Not everything has to be a Decurion you know.

As for the last I don't see how you get STW quickly? The Praetorians are anchored by the Characters preventing them from getting close until late game whilst the stalkers have a 24" range. I just don't see a way you deliver your killing power until it is all far too late and you've already lost.

The list is legal and would be brutally legal to some armies - death wing terminators, for instance, that lack mobility and rely on 2+ armour saves.

But seriously, what's it going to do against 300 orks?

If you must go with it I'd split into two judicator bns, and exchange the royal court for a destroyer cult.

Both of those things are perfectly legal.

That said, I worry that this list wastes a lot of the stalker's potential, especially their +1 bs bubble. I think dropping the royal court, and taking a couple smaller judicator battalions would be better. Give the stalkers hgcs so that they can stay away from enemy units, and give the praetorians some night scythes as dedicated transports. Iirc it's debatable whether you can put the praetorians in the night scythes, but they will still benefit from the judicator battalion's formation rules. That way you have hgcs for anti armor, rocs for elite/meq infantry, and tesla destructors for anti horde/sky fire, all rerolling hits and wounds against a unit nominated by your stalker.

Yes to most of the above, particularly the Night Scythes who will get to reroll pens.

The Royal Court is doing nothing for you here but slowing your Praets down. You don't want that.
Instead, consider the J.Battalion's best friend: the Destroyer Cult. The two of them compliment each other very well, giving all Destroyers in range of a Stalker's buff the equivalent of BS10.

I would consider something like the following as an alternative-

Destroyer Lord goes with the ten VBPC Praets so they get those sweet sweet rending rerolls. Heavy Destroyers hang back with the Stalker to benefit from its buff. Everyone else presses forward (though, the one mixed Destroyer unit kinda stays out of trouble, just giving assistance wherever needed).
Alternatively, you could drop the NS for a second Stalker. While this would give you redundancy so you don't have to worry as much if you lose one, it would mean you'll be practically defenseless against airborne threats.
