It all depends on just how Heroic you want your heroes to be.

Check out the "Goalsystem" series of games to see a very solid way of balancing out individual Heroes and groups of Mooks.

"Supersystem" is the most widely known game using the Goalsystem engine, but "Blasters and Bulkheads" would probably be the most instructive for your purposes. I think it' only an $8 or so PDF.

I made one that took place in the sewers. I used action points, so the group would have a max of 6 at that level. Their enemies like the Super CockRoach had 10 and higher armor. The Raiders that where a level above them had the same weapons and skill level but more health and armor when compared to the group.

The last game we played the Player Group died 3x fighting a super boss + 15 goons. the Goons if not taken care of would out shoot them and the super boss (looking back had too many action points lol) would move up and smash them before the next player turn.

I took hints from video games the help. Like Skyrim and other RPGs, to Call of Dookie like the harder enemies had better gear but not really health.
