Mine is to add this rule to Chaos Lords (with appropriate points boost):

Powers of the Dark Lord

Each Lord of Chaos has spent centuries in service of his patron god, feasting on the slaughter of millions, and glorying in the vices so despised by his loyalist brethren. He has grown to possess powers of unholy magnitude, and uses them without remorse to further his gains.

You may only take one Chaos Lord in a detachment, and while he is on the field he grants all characters in the detachment (including himself) one of the following powers:

-Strength from Madness:
Conflict resides in the hearts of leaders, manifesting itself in a blinding rage, striking out at any and all who dare oppose him.
Any Character affected by this rule gains +1 Strength, +1 Attack and +1 Weapon Skill in assault. Further, they and their unit may run and charge on the same turn.

-Always One Step Ahead:
A deep-seated lust for power and knowledge has grappled the minds of thinkers and plotters, drawing them to forbidden arts.
Any Character affected by this rule may deploy his unit (including a dedicated transport, but not any other transport) anywhere outside of 12" of an enemy unit. If held in reserve, the Character's unit may chose the turn on which they arrive (excluding turn 1). Any model that deploys in such a manner may not assault on turn 1. However, if they arrive from reserves in any manner on a later turn, they may assault on that turn.

-Endure the Exodus of Life:
Through fear of death and loss all who live have a will to endure, a will that can be made wildly manifest in a sickening mockery of life.
Any Character affected by this rule takes a -1 initiative penalty, but gains +1 wound, IWND (4+) and gains Poisoned (2+) on all their ranged weapons. This weapon wounds MC's and GMC's on a 2+ regardless of any other rules.

-Debauchery is King:
Admiration walks the path of the perfect soldier. His armour glinting in the light of the fires of a war caused by his charisma and beauty, as his skills and prowess bring him glory.
Any Character affected by this rule is off his nut on drugs and booze gains +2 Initiative, and causes enemy units within 12" to suffer a -2 Leadership penalty.

Sounds like fun.

If I could change something rule wise I would make champions more like Tyranid broodlords. Ie. Close combat monsters that you would need a kitted out character to take down.

Army wide rule: Hotter than Hell

units with this rule ignores Gets Hot! completely.

Bling King: add 1pt of LD if the model has ang piece of Bling. Only max bonus of 1pt no stacking.

Sacrifice: If the squad fails a moral check, the squad can opt to sacrifice a model to automatically rally and regroup or pass any failed leadership checks. (should be better than commissary execution)

In Lockdown

I have a number of ideas on how to sort out codex CSM. My first point would be that it is an assault army, so it should be better at punching people in the nuts than they already are.
Firstly, an assault vehicle. An affordable assault vehicle - something like a rhino with a land raider-style assault ramp. Coming in at around 50-70pts or so, and you have a cheap assault vehicle to make your zerkers and possessed useful.
Secondly, I'd give them Legion Tactics, to make them particularly nasty:
Night Lords - all units gain the Fear special rule. In addition, whilst an enemy unit is in base-to-base contact with a model with Night Lords Legion Tactics, their leadership is reduced by 2. Night Lords also have Night Vision.
Word Bearers - all independent characters have the Zealot special rule. In addition, all Word Bearer characters may re-roll results on the Chaos Boons table.
Emperor's Children - all models with the mark of slaanesh may run an additional +3" (normally D6+3). The player may re-roll failed rolls to wound with sonic blasters, doom sirens and blast masters.
Death Guard - all models gain the Feel No Pain (6+) special rule. If a unit already has FNP then they add +1 to FNP rolls. Units may also purchase blight grenades at +1pt/model.
World Eaters - all models have the Furious Charge special rule. Units that already have Furious Charge add +1 to their Initiative on the first turn of assault if they charged in the assault phase.
Thousand Sons - models with the Psyker special rule may re-roll failed attempts to harness warp charge results of 1. Each psyker generates D3 more warp charge points than normal.
Iron Warriors - Warpsmiths may re-roll failed attempts to repair damaged vehicles. Iron Warriors add +1 when rolling on the building damage table.
Black Legion - The Black Legion have access to 4 combat doctrines; each may be employed once per game. If a Black Legion army includes Abbadon they may use each combat doctrine twice.
Chosen of Chaos - all Black Legion units of Chosen and Chaos Space Marines may re-roll failed rolls to hit in assault and shooting phases.
Maximum Firepower - Black Legion units may re-roll all failed rolls to hit with heavy weapons. Havocs become Relentless.
Kill them All! - Black Legion units may re-roll charge distances and re-roll all failed rolls to hit in assault. Raptors may use their jump packs in both the movement phase and the assault phase.
Despoilers - all Black Legion units have Objective Secured for the duration of the turn.
Alpha Legion - Alpha Legion cultists have the Infiltrate and Stealth special rules. All Alpha Legion units have the Hit and Run special rule.

Thirdly, I'd give them some new special and heavy weapons. Not loyalist weapons with spikes on, but some completely different things. A plague spewer maybe,or a tzeentchian flamer for new special weapons - S5 or 6, Ap4, armourbane.
As for heavy weapons, I'd give them a man-portable skull-cannon, scaled down to size, or something like that.
I'd allow Dark Apostles to take terminator armour, and give CSM access to a new type of Land Raider - with a larger transport capacity and twin-linked reaper sponsons.
I'd also allow chaos icon bearers to be able to summon in daemons like they did in the bad old days.
