With tau technology evolving to counter the myriad threats faced by the warriors on the frontline of the 3rd sphere, the "blackout" suit is being rolled out to teams already suited at stealth warfare but not as gung-ho as long serving stealthsuit pilots.
The XV15-8 Is based on the light XV15 frame, but sacrifces true offensive firepower for systems designed to disrupt the enemy and make them easy prey for the main forces of the hunter cadres.

Wargear:
XV15-8 Battlesuit:
The xv15-8 battlesuit replaces the burst cannon with a haywire rifle or a photon grenade launcher, both designed to cripple and immobilise the foe for the main tau force to destroy without fear of retaliation. In place of the Xv15's hardpoint, the suit uses the power to run a small electrowarfare suite with photon casters to stun foes that try to engage the team in melee, holofield projectors, and a neuroweb jammer that fries optic sensors, overloads radar systems, and drives imperial machine spirits into spasms of madness.
A model with an XV15-8 Battlesuit has the stealth and shrouded special rules, and is equipped with a multi tracker and blacksun filter. They also count as being equipped with a neuroweb system jammer (see the signature system entry under the same name) however if multiple models in the squad have it, then you may only use it once per unit per shooting phase, measuring from any model in the unit.
The model also changes their unit type to jetpack infantry.
Haywire Rifle
The haywire rifle sends a stream of electromagnetic pulses at the target, annihilating electronic systems with terrifying efficiency
Range: S AP Type:
18" - 1 Ordnance 1, EMP Pulse
EM Pulse:
If a non-vehicle model is hit with this weapon, roll a D6, on the roll of a 5+ their weapons have the "gets hot" special rule until the next tau empire shooting phase
-Note: On models where this seems implausible, such as tyranids, the team has probably been equipped with toxin rifles rather than an EM pulse weapon, and in the case of daemons the ethereals may have ordered that a "new sonic tech" has been issued, which in reality may the product of top secret research into the properties of holy liturgies or other such "nonsense" to normal tau.
Photon grenade launcher:
An upscaled version of the weapon underslung on pulse carbines, this weapon is designed to stun enemies, leaving them at the mercy of the fire warrior teams they intended to attack
Range: S AP Type:
18" 1 - Ordnance 1, Blast, blind, pinning, strikedown
So... thoughts?
Just a note: The ordnance is simply to prevent the team from using their main weapons AND their pulse pistols in the same shooting phase, while also allowing them to use a markerlight aswell as a main weapon, and keep to the standard that all battlesuits have a multi tracker and BSF
