I need some clarification on this poorly written rule.
"Whilst a unit with this special rule includes 3 vehicles or Monstrous Creatures, all vehicles and Monstrous Creatures in the unit have +1 Ballistic Skill"
Now I have 2 questions with this rule:
1.) If three separate MC or Vehicles attack the same target using the combined fire ability and only 1 has the the fire team rule, do all 3 get the +1 BS since the "unit" now shares the fire team rule and does NOT say all 3 need the rule, just the unit having the rule.
2.) If 3 vehicles/MC with the fire team rule attack a the same target, and additional MC/vehicles without the fire team special rule fire at the same target, do those additional MC/Vehicles without the Fireteam rule also get the +1BS? Since it says: "all vehicles and Monstrous Creatures in the unit have +1 Ballistic Skill" and does not specify that they need fire team ability.

It depends on the wording for Combined Fire.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Is there a specific case in question? Or is this just a hypothetical which may or may not be possible?

Yes to both.
The Coordinated Firepower rules tells you to treat all units firing together as "a single unit".
The Fire Team rule only requires one model in the unit to have to Fire Team rule and at least three MCs and Vehicles, the other models are not required to have the Fire Team rule, but still benefit from +1 BS.
By using both Coordinated Firepower and having a single model with Fire Team, MCs and Vehicles will have +2 BS while shooting so long as three units fired together and had at least three MCs or Vehicles in it, while the remaining unit will have +1 BS from the Coordinated Firepower rule.

RAW, it will effect the whole "unit". HIWPI, only effect the unit that has it, which I doubt any one will complain, as I'm the only tau player in my group.

I believe the only models that can benefit from this are Piranhas, Devilfish, Razor Sharks, and Sun Sharks. Both the Hammerhead and Skyray have the rule, as do all MCs that can be taken in the formation. Currently no Tau Forgeworld models can be taken in the Hunter Contingent, so Tetras, Remoras, Barracudas, and their MCs can't benefit from Coordinated Firepower or Fire Team.
No need to handicap Razor Sharks more.

Ghostkeel Squadrons.
The MV5 Stealth Drones do not have the special rule, "Fire Team", and are not MCs.

Yes, Riptides can take Shielded Missile Drones which do not have the Fire Team rule. I believe this is also true for the Ghostkeel and their drones as well, though am having trouble finding their profile never mind, answer above me.
Any MC unit with the Fire Team rule.

Hammerhead/Skyray units have Drones too, those wouldn't benefit from the rule (at least when detached from the tanks).

They wouldn't benefit from it when attached to the tanks either at least if we go by the current rules.
They fire as though they are passengers making shooting attacks from Fire Points with the caveat of being required to shoot at the same target as the vehicle. They do get the Target Acquired bonuses that the vehicle (or squadron of vehicles) get.
That's on page 33 of the current Codex. It is, of course, subject to change with the new book on Saturday.

HIs rules could have been cleaner if he was just given: Swoop,Glide, and unable to join other units. Now he is a T4 MC, super vulnerable to Monster Hunter wannabe Flyrant. He could have been awesome with just one more gun even since he can fire 3 per Shooting phase.

Agreed. Not only could they have been a lot cleaner, Game Workshop had a perfect opportunity to add a new Unit Type to the game! The Codstar, I am keeping that typo, is not the only model that benefits from Rules governing some sort of 'Flying Infantry.'
