I'm confused by the wording in The Covenant of Fire special Rite of War for the Salamanders.

It says "With the exception of the Legion Champion type, detachments using this Rite of War may only take a single Consul as part of their HQ choices."

I see two ways to interpret this:

1. You can ONLY take Legion Champions and a single Consul as your HQ choices.
2. You can take NO MORE THAN a single Consul as part of your HQ choices, but could take other stuff (like Praetors).

What's the general consensus on this? Hopefully it's #2...

#2....Age of Darkness FOCs allow 3 HQ choices, so this rite limits that.

That's what I think too. It makes the most sense, as the more I read it, the more I realize that you can't even use a Rite of War without a Praetor (or something else with Master of the Legion).
