No, when a Vindicare fires his rifle he has to choose a type of ammunition to fire. It's just like specialist ammo for SM Sternguard. Every time he fires he picks one of those ammo shots to use.

Space Marine flyers are shaped for the greatest possible air resistance so that the air may never defeat the SPACE MARINES!
Sternguard though, those guys are all about kicking ass. They'd chew bubble gum as well, but bubble gum is heretical. Only tau chew gum

Is it safe to assume the shield breaker shot sounds on a 4+ as well as the turbo penetrator shot? Does the penetrator shot do one wound plus D3 wounds or is it just D3 wounds?

All shots with the Sniper special rule wound on a 4+, no matter how awesome the shot sounds, unless its the Poison (2+) shot.
I think its just D3 wounds also, as its D3 INSTEAD of 1.

Shield Breaker auto wounds on a 4+ thanks to the Sniper rule. It just ignores invuln saves in addition. Not sure on the other one, don't have the book on me atm

Jinking Ravenwing Land Speeder Pilot
|
Shield breaker wounds on 4+ and ignores invulnerable saves
Turbo penetrator wounds on 4+ and inflicts d3 wounds instead of 1
Hellfire always wounds on 2+
