Is there a slight chance that we can have some rules about Tanith? Like, same Guard rules but you can get extra cover save from camo cloacks and stuff. And for this you pay some extra points.

The odds of there being Tanith rules in the new codex are slim, but you can represent them decently with the Forward Sentries Doctrine as nudiranch said.

Highly doubtful, but I feel your pain as I play very similarly to the Tanith 1st as my regiment is a long range penetration group.
The only way you'll get the ability to play the way that you want to is to write your own codex. I've written my own, but it can be a pain convincing anyone to play against it during a pick up game.
Just using veterans with camo cloaks is no where near enough to represent the tactics that light infantry units utilize.

Forge world tallarn raiders special rules can also help. re-roll 1's for shooting and move through cover for the price of 4 melta bombs.
