No, But their is a App called Battle Scribe, I got in on my Note 3 and use it all the time. It's worth paying the couple dollars for the add free version, it runs alot better since it dosen't have to load ads.

But, no, you'll not get Army Builder on Android, and

Battlescribe is one of your best bets. It works on the PC, too.

I have it on my phone and my computer. It's just an easy way to make lists without me having to write them out by hand (terrible writing skills lol)
I haven't paid for the adfree version though but I think its only a few bucks
