How does this work? From what I understand it goes under the indirect fire rule.
For example I want to fire a basilisk under the minimum range of its weapon as listed in the codex. Am I still able to fire at targets 12" away or can I simply not fire the shot at all?

You have to place the marker on a unit more than the minimum range away, though it's entirely fine for the marker to scatter closer than the minimum range.
