A few suggestions:
A narrative campaign, map-based or otherwise, in which the results matter for your next game. For example, introduce a running rule that grants a buff based on the severity of the victory in your last game (at the end of each game, get both players to record the score and sign and date it, to prevent abuse of the system). Something like this:
Minor Victory: You win the game- In your next game you may re-roll a single die at any point before or during the game.
Victory: You win the game, and with double the VPs your opponent had- Your Warlord gains +1 wound for the next game
Major Victory: You win the game, and with triple the VPs your opponent had- You may bring an add 5% to the point total of your army for the next game.
And there's plenty of scope there for other benefits, even for the losing side if you like (they are forced back to their defences, so get an extra ADL free in their next game, they take a beating so get reinforced with an extra 5% points ect). On top of that, you could split the campaign into 2 teams, with the final game at the end being an Apocalypse game with points for each side determined by their wins/losses through the campaign.
If that's not your cup of tea, how about an Escalation Campaign. Start off with something small like 400 or even 250 points, build up the forces over a few months and you could even have hobby points for adding/painting a new unit each month ect. This also makes it easier for newer players to get involved.
