The plan is for the D-Lord to advance with the single Heavy-D, near a scarab unit or Wraith unit. Once I need him in CC, the D-lord joins one of those units. Tomb Blades stay in reserves unless there are few shooting threats.

Zahndrekh joins the Immortals, flanked by each Warrior unit. After Turn 1, I choose the re-roll 1's to hit Warlord trait, or Stealth Ruins, or whatever tactically fits.

I like that your list runs no vehicles. That is one of the correct choices. The other choice is to run 4+ vehicles, i.e. go heavy av13 or not at all.

D Lord cannot take a Gauntlet of Fire. Nightmare Shroud could go on him and allow him to tank AP 3.

I think Nemesor Zandrekh belongs in an Orikanstar or a maxed out unit to maximize his buff (e.g. 20 warriors, 20 flayed ones, etc.) so he is out of place in your list.

A plain vanilla Overlord will do fine in your list. You will save some points and be able to get more Heavy Destroyers or Tomb Blades.

Whipcoils are not that great. See if you have a better use for those points.

I am not a big fan of phylactery, but if you follow my suggestions so far, you will probably want to run the D Lord as the Warlord and phylactery makes better sense then.

So here's my suggestion for the changes to your list.
Starting from the top, drop down to regular overlord, and give him a phase shifter for the Invuln. It may seem like dumb points, but you want him alive as long as possible for the rerolling 1s on the RP.

Drop the Whip Coils. The upgrades should be used to fill extra points, and going first doesn't matter. Especially not when they're supposed to be tanking hits with S6 T5 3++ 4+++ anyways.
Just make sure you shoot anything that's S10 so they don't get ID'd.

Destroyer Lord is great with the Nightmare Shroud. 2+ saves are awesome, since AP2 weapons should be your priority right after S10/Strength D weapons. Phase Shifter for the increased durability, and the Voidreaper only gives you fleshbane. (and ID on 6s? I think?)
The Warscythe already comes with armorbane, and Fleshbane doesn't matter so much when you're S7 and you have preferred enemy

I also recommend dropping the Heavys in your regular squad, and taking them separate. Its a HUGE boon to be able to attack the squads individually at targets, rather than wasting your S6 AP3 on a hopeful glance just cause you really want to shoot your S9 AP1 at a tank.

Of course if you want to drop one wraith or take your original destroyer cult, then by all means do so. This will let you pump up your Restoration Legion Overlord into a Named Character of your choosing or give him more upgrades. Nemesor is a fine choice, since choosing your warlord trait every turn is pretty good.

Just my few suggestions.

- 10000+ pts
Imperial Knights- 5 Standard Knights / 3 Cerastus Knights
Officio Assassinorum - 4 Assassins
CSM - 500pts? Maybe? Its from the Officio Assassinorum box so I'm pretty sure its not enough to run in a CAD
Vampire Lords- I have no idea I bought it like two days before I left country and they're still in storage so I'll have to see when I get back.]

It's a relatively competitive list. I don't think I'd bring Nemesor with this list.

I would suggest to exchange the particle Beamer with gauss because with the Beamer if you junk you can't shoot

I've been running both types of Tomb Blades for a long while now and I have to say that in the end, i think the PBs are much stronger and more versatile than the Gauss. It might just be a feeling, but I tend to do a lot more damage w/ Tomb Blades that have the beamers than w/ Gauss. It's not usually that difficult to keep them in ruins so that you don't have to jink, and even if you do miss a shooting phase w/ them, usually it's because you were capturing an objective (which they're amazing at).

I decided on the Beamers for the Tomb blades because I have Gauss everywhere, but no blast weapons. I know TBs are good, but I don't really like them, so I am taking the minimum and trying to make the best of it (i.e. having them do stuff my other models can't)

I realized the D-lord could take the Gauntlet this weekend, so that is dropped. I wish I could take the Nightmare Shroud and Voidreaper, but alas, I have to pick. In the end I want to go with the option that makes him scarier to units that already ignore 2+ saves. If I was going to have him babysit a 20-man blob of Warriors, or jump around with Preatorians, the 2+ would be better to tank with. But I do not have those units. The main appeal for Voidreaper is the Master Crafted. With only 3 atx at WS4, having MC and PE almost means re-roll misses.

Whip coils are definitely staying on the Wraiths. I have played about a dozen games with them and going before most walkers is HUGE!!.

@ Mantorok; I like your suggested list, but I will only have 10 total Destroyers, so I cant have a unit of 3 Heavies. I actually like the versatility of the 2/1 squads and having a single Heavy-D means my D-Lord can start with him and the unti keeps his T6. It also Keeps my eggs in separate baskets and the D-lord can still use the jump move (since his unit is Jet-pack infantry). Once I need him in CC, he leaves the Heavy-D and joins either Wraiths or scarabs (depending on the threat level of what I want to charge).

I know Zahndrehk might not be the best option for a minimum Reclaimation legion, but he gives the whole army so much versatility. I feel like a vanilla Overlord would just be too easy to snipe and lose the re-roll 1's.

Any suggestions on a useful Overlord (preferable with a Phase shifter, and maybe some cool gimmick, like Veil)?

Edit- How about this list using some of your suggestions:
