So there's a lot of things wrong with the IG codex right now, what with their internal balance being severely out of whack. What I rarely see though is how people approach fixing the overlooked Ogryn and Bullgryn.

These are the changes that what I would propose regarding these units:

Ogryn lowered down to 30 ppm. (With even normal termies coming down in price this is the least that should happen).
Ogryn gain FNP.
Ripper Guns gain Shred.
Personally part of the theme I would go for IG in general is the ability for smaller squads to issue their own orders, so in this case, besides being a mandatory Ld upgrade I propose that the Bone'Ead has his own specific sub-set of orders (though he may only issue to his own unit and with a limit of one order per turn):

"Use 'Ur 'Eads!" - The Bone 'Ead hollers for his lads to go into a headlong charge, bowling over their opponents as they thunder into the foe. If this order is successfully passed, the Ogryns may re-roll any failed charge this turn and inflict D3 Hammer of Wrath hits instead of the usual 1.

"Let Er Rip!" - Having figured out a way to bypass the burst limiters of the Ripper Guns, the Bone'ead exhorts his fellow Ogryn to let loose a unrelenting barrage of ripper shells until their loud sticks go "click". If this order is successfully passed, the Ogryn may fire their Ripper Guns twice this turn. Both of these rounds of shooting must be aimed at the same target. However, they may not fire their ripper guns or choose to overwatch until after the end of their following turn.

The changes for Bullgryns:

Bullgryns brought down to 35 points.
Also have FNP as stock.
May exchange their slabshield and grenadier gauntlet with power maul and brute shield for 5 points each.

Bone 'Eads also have the "Use 'Ur 'Eads!" Order.

Instead of "Let 'Er Rip!", Bullgryn Bone'Eads have this Order:

"Hold Der Line!" - With an angry bellow from the Bone'ead, the Bullgryn lock shields and take formation, bracing themselves against the foe. If this order is successfully passed, the unit re-rolls all failed armour, invulnerable and cover saves until the end of their following turn. Friendly models may re-roll failed cover saves gained from being obscured by Bullgryn. Furthermore, they may not move or run until after the end of their following turn.

For Nork Deddog I would make it so he only costs 55 points. One big issue of his is how despite himself being T5, the unit if majority T3 so that never really becomes a factor. As a result this is what I would change:

Nork Deddog - 55 points.

Gains an extra wound.

Thunderous Headbutt changed to inflict D3 attacks rather than just 1.

"Larger than life" - A hulking brute of a bodyguard, his legendary exploits come from his willingness to fearlessly dive into the teeth of enemy guns, shrugging them off as if they were as bothersome as a sump-fly. As long as Nork Deddog is alive, the CCS that he is in counts their majority toughness as 5 rather than 3 against both shooting and close combat attacks. This does not apply concerning the issue of instant death, weapons that are double the toughness of the model that it hits still negates things such as FNP.

If you want to make Bullgryns work, the Rampart Detachment Formation goes a long way.

It gives them fearless and counter-attack, and makes the cover save they provide to the dudes behind them even better.

Ogryn's don't really have a place to my mind as they just don't really do anything that a guard army needs doing.

Bulgryn's on the other hand perform multiple useful rolls - They protect stuff behind them, mainly useful for tanks and the like. When you stick them with a priest they are excellent for warding of middling assault threats like marines, khorne dogs and the like which can easily threaten you vehicles. They can be pretty brutal on the charge and soak up alot of anti infantry fire if possitioned correctly.
Always take a priest with them, such a huge buff to the unit.

I like the rules for bulgryn's a think that a slight points drop is all thats needed to make them a valuable choice.

I usually run the following to protect my Pask unit, it's not too expensive, reasonably effective (especially combined with camo nets) and looks cool to boot

1x Priest
3x Bulgryns With Big Shields
1x Bonehead with 5++ and Power Maul. He's important for smashing vehicles and soaking the odd instant death wound on his shield if he's lucky.

They don't need a ton of special rules. In fact, take away one of them: stubborn. Stubborn on a Ld7 model is a sick joke. You're going to attach a commisar or priest, so it's even more useless.

Ogryns: 25 ppm. Give the Bone 'ead access to the Melee Weapons list. I'd happily pay 50 points for five S10 AP2 attacks on the charge.

Bullgryns: 35 ppm. Give the Bone 'ead access to the Melee Weapons list. Make the upgrade to power maul and brute shield 5 points.

I like what you've done here. I fully approve of the Ogryns/Bullgryns getting some love, as I would love to start using them in my army.

Make the Ripper guns a template weapon or count as a close combat weapon because they are always used as one according to the fluff... Id definitely give them FnP or IWND
