If someone is essentially using grav-cannon centurions with psykers, it's a classic 'deathstar' because when invisible it's nigh impossible to attack, incredibly tough, and thanks to grav-cannons being flat out better than any other astartes weapon in 99% of situations, can just erase most opponents.
With regular battle company dark angels, taking many combat squads and just rushing objectives works. Anything Tigurius' unit turns its attention to probably gets vapourised, but he'll struggle to chase after ten or more separate objective secured units. Don't even try to kill him unless he's in your way - run to the objectives and score the maelstrom points.
Option two..... would you consider allies? 1 model, the same price as a tactical squad, and it's own detachment so not affecting battleforged status:
The Culexus assassin. This guy is the centurion deathstar killer. Grav cannons are next to useless - needing 6's to hit and 6's to wound (he has no armour) and facing a 4+ invulnerable save.
If he gets within 12", tigurius' psychic powers essentially implode. Any existing blessings (e.g. invisibility) stop immediately, he'll need a 6 to cast anything new, he doesn't generate warp charge and tigurius can't attack him with any powers himself.
Plus, he has AP2 Instant Death attacks with preferred enemy psykers and a much better statline than tigurius.
