Its a shame you don't want to proxy imperials as you can just custom make and stick together a bunch of cardboard boxes to get approximately the correct shape/size.
Every other faction, besides orks, use a lot of curves, which makes things more difficult.
Specifically which vehicles are you looking to represent?
I'm also curious why you want a mock army if you aren't planning on playing with it. Are you planning to have a bunch of nice cardboard cut outs in a display cabinet? I suppose it could be kind of cool if they are all laminated and on fancy bases!
Its pretty easy to make custom bases, just cut out a bunch of circles of the correct diameter from card. If you want your bases to have height use corrugated card. Alternatively you can cut a long, thin strip of card, 5mm across then spiral it and glue it to the bottom of a disc or card so it has the correct height and width.
For the actual 'miniatures' if you are looking for a simple tube of the approximate height/width of a model I think all you need to do is roll up some card so the diameter is the correct width and the length is equal to the height and stick it onto those 'bases' you made.
