I'm making a list that I can work towards in my modeling endeavors; I would like it to be a semi-TAC list that I can use a lot. It's not supposed to be competitive, but I got the feeling with my last list that I was so outclassed it was pretty much hopeless, so I would like to give myself at least a chance at winning with this one. If I am incorrect on any rules in the set up of this list let me know. Also, I'm not sure which HQ I should put where. I'm pretty sure I'm gonna put the Big Mek with the warbikers and the Warboss with the Meganobs, but I'm not sure where the Painboy will go. Ork Horde Detachment: 1244 pts HQ: 285 Tek-boss Garzok, Big Mek – 105 Killsaw, Kustom Mega Blasta, Cybork, BP, Warbike Warboss – 130 Da lucky stikk, MA, Kombi-weapon with rokkit launcha, PK Painboy – 50 TROOPS: 485 Tekno-boyz Blue Unit, 10 Slugga Boyz - 195 Eavy armor, Rokkit Launcha. Boss Nob: PK, BP. Trukk: Rokkits Tekno-boyz Red Unit, 10 Slugga Boyz - 195 Eavy armor, Rokkit Launcha. Boss Nob: PK, BP. Trukk: Rokkits Tekno-boyz Black Unit, 10 Slugga Boyz - 195 Eavy armor, Rokkit Launcha. Boss Nob: PK, BP. Trukk: Rokkits ELITES: 180 Meganobs – 180 2 killsaws. Why use the ork horde detachment? whats the purpose with your list?
Also the trukks should be listed with their dedicated unit to avoid confusion. Since they are Fast Attack choices otherwise.

Alright, I made the changes you suggested. Sorry about any confusion that may have caused.
I would like to use the Horde detachment primarily so I can take three HQ units for only three Troops.
I can't be sure who I will be up against, but It's not like I intend to take this army to any tournaments. It's just for fun, I guess. I know people who run Orks, Tau, Grey Knights and Skiitarii. I didn't really tailor my list towards anything, I just wanted a fairly robust list that can put up a good fight in as many situations as possible.

Alright but keep in mind that by taking the ork horde detachment you are giving up objectives secured which is a lot more important than an additional HQ
|

This has the potential to be a good list, but there are some issues with it. The major concern I have is your Boyz, In my opinion 'Eavy Armour is not worth it. Bear in mind that Eavy armour is 2/3rds of the cost of a boy, You have spent 120 points on giving your boys a 4+ save, for that amount of points could have another 20 boys! Strength in numbers!
The rokkit launchers are also pointless on boyz, their main focus should be infantry, not tanks. I suppose they could take out a MEQ or a battlesuit but a single shot at BS2 is not all that fantastic and if you do try to go for tanks then you are wasting the shooting from the rest of the unit. If you really must have a special weapon, take a Big Shoota for the same cost. At least you will have the same target priority.
Now in regards to your Painboy you can do one of three things, stick him with a squad of boys, the meganobz or pony up for a bike and have him join the Big Mek and his biker gang. Personally I would suggest the later option.
So lets run through the points:
A bike costs 25 points
Assuming you drop the eavy armour you will have 120 points to play with
As he is joining the Mek he will no longer need a cybork body freeing up another 5.
120 + 5 = 125 - 25 = 100 points remaining for you to play with. If you drop the three special weapons all together you will have another 15 added to that.
With those points you can do whatever you like, but I have some suggestions. Beef up your bikers, they are a fantastic hammer unit that do a lot of damage, but 3 without a Nob or PK is a tad lacklustre. So I would add 3 more Bikers, Nob + PK all for 89 pts. with the remaining 26 points I would add an extra Boy w/ Shoota to each squad (every little helps) which would leave you with 5 points to spend on a gadget or gizmo that takes your fancy.

The main reason I wanted to take 'Eavy Armour is for the modelling aspect of it. But I can still execute my horde of Cyborks idea without it, I suppose.
I like the idea of a Biker Painboy, maybe I will do that.

Fair enough, can't argue with wanting to model something because it is cool! But definitley invest in a bike fir you painboy, and beef up the bikers (even if this is when you look at expanding your list) they are an incredibly effective unit for us greenskins, you want mobile killing goodness. Another unit I strongly recommend looking at are tankbustas, they are great for killing tanks and MEQ for not a lot of points, and as you seem to be a fan of rokkits it makes all the more sense
