So next weekend I have a year of hell OP event.
During the last event one of the regulars was chatting about a "nasty" build he had planned for this event which used conditional surrender, and how he could stop multiple attacks with it. I know he has more than one copy of this card.
So tell me everything you know about this, what ways are there to use the card more than once in a turn, and how is it best stopped.
I know captain Weyoun [6] would allow you to use it twice on one ship, as it would stop 1 of your crew from being discarded the first time you use it. But what else is there?

You can only use Conditional Surrender once per turn. #23 of the tournament rules say any non-action abilities may only be triggered once per round unless they say "each time" or "when defending/attacking". So the days of Conditional Surrender canceling multiple attacks per turn are gone  .
Even canceling one attack per turn is a big deal. If he has two copies he can also use Sopek from the Vulcans to use it once per turn.
You can use someone like Gul Madred to make him discard his captain  . I believe Troi from the E can disable ma captain, along with the borg Data. Chang 6 & Martok can mess up his day too. Crosis or any number of gankers that steal crew through shields will mess up his timing. The vidians and the Gorn can both for discards of crew. Thaloron weapon is a decent way to inflict massive damage and wipe out crew, but it's a one shot wonder (and a potentially cancelable attack.)

I doubt he'll have more than one copy per ship, and one cancelled attack I can live with. I no longer fear facing him in the next tournament. The bellerophon will be mine (maybe) Automatically Appended Next Post: Thank guys.

I recommend always having the FAQ and the Rule book on hand... because more often than not, some one will have a question. What version are we on for the FAQ anyway? April 29, 2015 the latest?

The FAQ is nice, but it hardly helps for anything after April of 2015.
Case in point: Played Balance of Terror last weekend, and my final opponent had this list:
Nova-class ship
Q-Female captain
Ind Fleet Captain- the extra move one
Cheat Death
I stab At Thee x2
Ramming Attack
"hidden upgrade"
Turn 1: My Delta Dreadnought Flyer, Equinox, and Thunderchild all move up (3 straight), and they are all close to each other. I figured after the first turn I could split them up. I was still trying to understand why he had x2 I Stab at Thee... so then his Capt skill 10 Equinox moves clear across the map and ends right in front of my Thunderchild. He reveals his upgrade that he can't use and his ship blows up (it's in the scenario), which triggers I Stab at Thee and Cheat Death, and he resolves them in the order of his choosing, so I Stab at Thee triggers twice... hits all my ships, then he uses Cheat Death, so his ship is still around, then he uses Ramming attack to hit my Thunderchild, and oh look! His ship blows up and he uses I Stab at Thee two more times. By the rules as I understood them, he did everything correctly.
I was like "I hope that was fun for you, because it was NOT fun for me. I didn't get to do ANYTHING in this game but move my ships once. You purposefully gamed the scenario and broke the game so you could get a big,  eating grin on your face right now and say "look what I did!". If that's the way you want to play STAW from now on, then you won't be welcomed around here for too much longer. So who helped you make this list? Where did you get it? You're not smart enough or experienced enough in this game to come up with this yourself. And stop being so smug about it." Yeah, I went off on him. 19 year old kid that just started playing last month and was begging everyone for help, list ideas, and questions about the game then he shows up with a list like that. He didn't even have those ships or cards so someone gave them to him (or he got them off eBay).
One of the other players said he thought there was an FAQ that prevented players from doing that in this scenario, but wasn't sure and the TO allowed it. I haven't really looked just 'cuz it was an OP and I won't be playing it again. It really, really  me off.
That kind of ganky  really turns me off from STAW.

God Damn... three attack dice on every ship, no defense dice, TWICE... that hurts a lot.
Consequently, I may use that shenaniganry on one of my guys who likes to break the game routinely. It annoys the others in the group because 1) He gets bent out of shape when his fleet fails to perform to expectations, 2) we play the game for more ships and a few upgrades, not dreadnoughts.
I recently got even by running the Indy fleet captain (Movement) with the Alpha hunter, letting me sensor echo and perform a 1 maneuver (Straight, turn, bank), effectively keeping me out of arc and within range 1. Another player brought the counter attack die, so we both had builds that could knock him down...
