I haven't done a lot of painting white as a main color of a model. I'm thinking about using GW white primer, laying down a layer of White Scar Air with an airbrush, shade it with Agrax Earthshade, and then hand paint White Scar on top of the shade.
For the shoulder pads and backpack, I'm thinking of using Macragge Blue Air with an airbrush, Retributor Armor on for the edge highlights on the pads, Balthazar Gold for the bronze designs on the shoulder pads, Agrax Earthshade again to wash, then Macragge Blue to brighten them back up.
Does that sound about right?

Sounds like a good setup. I might suggest using a little lighter blue (just by a shade), but that might just be me.

I think you'd be better off with Nuln Oil as the shade, rather than Agrax. Once you get into brown-white you're more into Death Guard territory, so I go for grey white with my WE.
Here's my recipe, not sure if it's any good to you but might give you an idea:
- Start with a light grey
- Layer up to a very, very light blue-grey (but not white)
- Wash with thinned Nuln Oil directly into the recesses
- Re-layer up to a brighter grey (but still not going to pure white)
- Blues are done with an Ultramarine-type blue, then taken lighter with the introduction of the same off-white grey used for the armour (this ties it all together)
- Golds are done with a 50/50 split of brown and silver, then washed with Agrax
- Silvers are a 70/30 of silver and black, then washed with Nuln Oil and rehighlighted.
- Gore and chipping are then applied. Liberally.
The end result:

I've been thinking of starting a World Eaters paint thread ever since last week, when I stumbled across these gorgeously painted chaps:
Can anyone give me a ball park on how many organs I'd need to sell to build this squad? Would the Betrayal at Calth Marines go some way to making up a squad like this?
Anyway, good luck OP in nailing your scheme down.
@Paradigm - Awesome job on that World Eater! I'm forever envious how tied-together your paint jobs turn out, man.

The BaC box would certainly get you the heads, torsos, shoulders and legs (Although the legs would be very static in comparison). You'd then need to source appropriate Jump Packs, BP and CCW arms, either from FW (although I'm not sure they actually do them) or someone like Anvil Industry or Kromlech (the former definitely does chainaxes and 'bolt pistols' that would look the part, their arms are more MkII or III so it depends on if that's going to bother you or not).
You might actually be better of starting off or two with one of these sets, as that gets you the hard-to-replace JPs, as well as appropriate arms and more dynamic legs:

Hey, para, can I ask you how you make your models look so dirty and gritty but still not too cluttered?

Yikes! That truly is an eye-wateringly expensive squad... I think I'm gonna do a few trial runs on some bog standard marines to see if my paint is up to scratch before I splurge that kind of cash (Note: I'm certainly not ruling out a splurge at a later date)
