I couldn't find anything in the rule book or online that addresses this. Am I stuck with the starting formations or can I detach units and recombine them in different formations in mid-game?

As a follow up question, does a formation lose its special rules if some units are completely destroyed?

No you can not change detachments in the middle of the game

No you don't lose formation benefits if part of the formation dies.

Unless the datasheet says so. I think the benefits for the KDK Charnel Cohort are only valid as long as your HQ is alive, but I don't run that formation so I'm not totally sure.

Technically if you lose all your troops units in either a CAD or an AD you lose the benefit of objective Secured(the detachment still has the rule just no one to benefit from it)

Heck, you lose a benefit of a CAD once Deployment starts! You can't reroll the Warlord Trait at that point!

This depends on the formation.

The Tripartite Lance loses abilities as its members die, as do several other formations as I recall.

The Reclamation Legion loses access to one of its rules when the Necron Lord dies, since it requires units to be within range of the Lord to benefit.
