If in hand to hand versus and ork walker, the ork players makes his armored plate roll, does that glance/penetrate no longer count towards combat resolution?

Yep. The rule states that the hit is "ignored" so therefore it would no longer count as a hit.

Dreads / Kans can have armor plates added? I thought dreads and kans can have only 3 upgrades from the wargear section, and didn't think plates was one of em... i know the stick-bomb-chukka is one (off the top of my head) can't remember the other two though...
