I am wanting to convert a Fulgrim for my Emperor's Children, but I own no Primarch models to make him the right size. Looking at photos on the internet they look to be about the size of true-scale marines, and so could probably be converted from a mish-mash of Grey Knight Terminators and regular Space Marine bits. So would you think something about that size to be accurate? And what base size do they use?

Well, a quick eyeball of models I have handy (Vulkan, Lugft Huron, and Mk III armour) puts a standard Space Marine stands waist high to Vulkan, and a Terminator stands to about mid-chest. The FW Fulgrim images would put him at about the same scale.
