Does the marine on the cover of your codex have a power fist?

If it does, your behind a codex
If not, look harder

Why are you mixing the missile launchers and the lascannons? They don't have Split Fire. I would probably replace the lascannon on one of the squads with a missile launcher, and replace the other squad with a stormtalon for a bit of AA, or maybe give the first squad some flakk.

I do it all the time. Extra insurance against AV13-14

I’d not take the PC in the tac squad. Grav cannon would be a better fit.

If you want to drop a dev squad, grav cannons work well there. I’m not a fan of empty pods.

If you need points to upgrade to the GCs, I’d drop the combi plasmas off the second sternguard squad. Run them naked. Toss a pair of HFs there is you have points left over.

But overall your list looks OK.

Another option would be to build a gladius. It is a great formation for pretty much most every SM in the codex. And if you haven't painted your models yet don't. Play around with the different chapters and tactics and find out their fluff. Soo much more fun playing an army that is both fluffy and fits your play style. Despite my anger at the current IH and my complaining about them I still love them because of the fluff and will probably never stop playing them no matter how bad their rules get.

I like the gladius in part because it gives you the tools to build a LOT of other formations if you so choose as well. I still need to build mine (times been tough for me) to convert over from a bike army.

Right now, with the current meta command squads are probably a bit better than honour guard do to them being a very versatile shooty unit.

If you decide to stick with ultras you WILL want to pick up Tigurius at some point. He is probably one of the best psykers in 40k imo. Calgar is also good, but pretty much usable only in big games.

At some point you will probably also want to get some centurion devastators they are probably one of the best shooting units in the game if you take grav on them. 3 will do a lot of work if you use them right.

I am assuming you are running cad, so I will also reccomend thunderfire cannons even though they are a miserable model to build. Seriously why aren't they in plastic?

If you decide to get some rhinos/razorbacks at some point get the razorback kit. Last I knew it still came with everything to build a rhino as well. Very easy to make it so you can use it as either. matter of switching tops really.

These are just things I suggest so take it with a grain of salt.

Also, unless I missed it as a ultra rule somewhere a HQ may only take one relic now. there was some debate before, but they fixed that in the recent codex. If I am wrong about that please, someone, speak up. If I were to choose between the two I would take Shield Eternal.
