The short answer: Depends on which ninja and your opponent's setup. Saito and Shinobu have an easier time since they can lay smoke and Shinobu easier still with Superior Infiltration potentially putting her closer. Chances go up if there's an obj. or good vantage point that your opponent is going to try to move to and you deploy the ninja in wait to jump whatever is there. I would not fixate on getting into
CC, sometimes it's better just to shoot something.
Long Answer: Two main things when considering going in
CC with a Ninja. First is the target worth engaging in
CC and the second is what state is the ninja going be when it enters base contact? You want to avoid engaging cheap screening troops like Warbands since they usually have some sort of direct template and decent
CC skills themselves, mine equipped troops since they can drop an
AP mine in
ARO and lock the Ninja in place, 4+ link teams on account of Sixth Sense L2 and TAGs/
HI with direct templates if the Ninja can't potentially gib them in one
CC swing. There's an exception to all those situations, for example if you can approach from behind using Stealth and enter base contact out of
LoF you take away the option (for most units) to fire their templates. A regular ninja probably will have a hard time approaching a full link safely but Shinobu/Saito can easily wipe the whole link under well placed smoke cover. Likewise it's sometimes worth just running a ninja into
CC with something expensive just to tie it up.
Otherwise for anything without a shotgun, direct template, unlinked and not being covered by another friendly you can probably straight up charge from the front if you're within 4" and in
TO camo, the Surprise Attack and Martial Art mods can stack up some pretty big negative mods so they're forced to Dodge. Also don't forget the Knife has Silent and Shock, it's situational but very good in those situations.
I will say this is in no way comprehensive for ninja play and there are a handful of variables that can impact how they're used and the best way to learn is to get experience from playing the game.
