Does anyone know where I could get a drill capable of holding 0.8mm drillbits? I've looked on eBay but the majority of them are "vintage" drills and equally stupid stuff.
Preferably hand drill, of course.

You want to look for a miniature or model pin drill.
Arcane scenery & models (a UK ebay store) has them.

Personally, I like the ones with the large shanks. If you search Amazon for tungsten carbide drill bits, you'll see ones that come in a box with everything from 0.3mm to 1.2mm (or so), and they all use the same size (large) shank.
I think the Privateer Press pin vice comes with the right collet for these.

I think I have that one, it just doesn't have the right fit for 0.8mm drill bits.

Pin vice or pin vise. They often have several collets to accommodate bits from about 0.25mm to 2mm. Sets of bits can easily be found online. In my experience anything narrower than 1 mm is of low utility unless you are doing precision work.
