I want to know what would be the best build for a shooty shooty crisis commander. Note, I'm looking for more of a lone wolf here.

Note, I'm not looking for something competitive, but something that's more absurd/cheesy than anything. If he's over-costed but still a nightmare it's fine.

The Coldstar is anything but cheese. It is one Grounding Test away from getting splattered against the pavement.

Battlesuit Commanders aren't built to run solo (Coldstar aside). They're meant to run with a group of battlesuits and augment them. If you really want to run him solo, I would suggest maybe a semi-suicide melta/anti-teq build? Have drones gun down the chaff then the commander takes out the character/vehicle/MC. Not my ideal build, but here you go.

Stim
PEN chip
Iridium
Drone controller
2x Gun Drones

If you want something that will really put the hurt on someone while still being shooty, my two options are the autocannon commander and the plasma commander.

Commander w/ 2 MP, Shield Gen, Stim, Iridium, PEN, in a 3man Missileside team. That much S7 with MH/TH is scary for a lot of armies. (If you throw in missile drones, at a drone controller in place of stim and watch your opponent weep at the number of BS5 S7 shots).

For the plasma commander, same build as above but with 2 PRs (or FBs if you want) instead of MPs, in a Crisis Team. Since Crisis teams can be up to 9 now, that is freaking scary. Equip them say 5 with PR, 4 with FB, throw some TLs in there, make them a bodyguard squad if you can afford it for the auto LOS, and you have one hell of a nightmare for pretty much any army you run against.

Simply put, a Commander on his own is never gonna be really cheesy/absurd. He's at his cheesiest when he teams up with a battlesuit team and buffs them/adds his shooting to theirs.

from personal experience fighting them, the coldstar is one of the weakest choices.

You got two options that are both competitive and fill different lists. Classic commander wants to buff a while bunch of suits. New buffmander wants to buff a squad of marker drones. I've seen two extremely competitive builds utilizing these commanders. The new build used four ghostkeels in two groups and were in teams of two and also had two stealth suit teams to make two optimized stealth cadres. The commander was in a squad of drones with he had his own drones as equipment and a target lock.

I believe OP asked for a shooty lone wolf type here so we should leave buffmander, dronemander etc aside.

That said I do think a shooty commander together with drones and a target lock is the way to go (if not going for buffmander etc).
Thus capitalizing on his BS5 for both shooting and the Drones (Marker Lights / Guns)

Two things wrong with this statement...
1) Only Broadsides may take Missile Drones
2) Drone Controller does not affect Missile Drones.

Try again.

But if you want cheesy and don't mind shuffling drones around, two missile pods, drone controller, shield generator, and two marker drones attached to another 4 marker drones will give you 6 bs 5 markerlights.

R'alai is nice but unfortunately he does not use a Crisis Battlesuit.
