Which faction are you thinking of starting?
Armies in AoS are built from "warscrolls" which are units with a minimum but no maximum model count. A given game is set up by the opponents taking turn placing miniatures until they basically decide to stop doing so. In practice, opponents usually agree to a certain amount of scrolls/models before the game.

Sounds great! Go for it and don't worry about the size of the army. 20-30 models can get you a great fast game of 1-2 hours.
As there is no standard of play, people are very willing to accommodate the other player's army size in my experience and try new things. I've played some 10 aside games before that were fun.
Build your list and start enjoying the game :-)

I run a Skaven assassin list, It's the most fun Skaven list I run. It's very fast with lots of shooting, but very soft. Stick and move, stick and move!
I run 40-60 night runners, 10-20 gutter runners, an assasin in every unit and Deathmaster Snitch. usually I lead the charge with the Deathmaster, he can't use his army General skills till he shows up!

Somewhat equivalent to the old 2,000 points area is 20 pool choices in the UK comp system. You can build armies on www.scrollbuilder.com.
