I have played and run a game of Dark Heresy a few times when the books first came out.
I liked it alot but my gamers disliked the dificulty, soon my group of gamers became more intrested in Deathwatch, so Dark Heresy was pushed to the back of my shelf and eventually made it way to the Ebay pile.
I finally broke down just the other day when I came across the 2nd Edition book of Dark Heresy, and it sturred a wanting to run another game.
I have 3 people lined up who are intrested in starting a monthly game, so now I want to gear up.

Anyone have an idea, or company in mind that makes models that would be a good fit for 40k civilians and nobles?

I was thinking about checking out reaper, and maybe getting my hands on some empire GW models to convert, but any ideas would be helpful

Do you know the Characters they will be playing?

Given the variety of the setting (even restricting yourself to the "official" sector), your civilians can look like whatever you want.

As well as Empire models with the weapons cut off, I'd suggest looking at Necromunda miniatures (especially ones you can remove the guns from), Adeptus Mechanicus, servitors, cowboys/old west miniatures, peasants (both western medieval and far eastern), berbers or other desert tribesmen, depending on what kind of planet you'll be going to.

No spam, i dont. I have some time till i am actually free to run the game so for now i wanted to get as many props and NPC characters as i could.

Another thing to look at would be the Astra Militarum(IG) regimental advisors from GW.
