I know that there are tons of bits sites out there that have these but can anyone give me some suggestions on backpacks with the key word being cheap?
im looking at needing like 90 so I thought i'd ask.

Your best bet might just be to make a press mold a bunch.
otherwise its about a little less than a dollar from 90% of the 3rd party sources like pig iron, and shapeways.

Laststand Convertables has decent steampunk packs 12 for 4 bucks... Automatically Appended Next Post: Hoard o bits has some cheap deals on back packs
as well as a few other sites have to look thou ..and do not just look at 40k specific but other games ..may just find a deal

The Prince August Warzone deal is hard to beat, the only downside is the plastic used neither takes plastic cement nor super glue very well. I've heard epoxy glue works.
A while back i got a box of Perry Napoleonics

and plundered it for backpacks. I think I got 40 packpacks from a $30 kit.
I've also used one of Tamiya's stowage kits, it's 1/35 but the small packs fit fine on IG.

I don't have a great shot of them, but you can see them here on some WGF guys.
They fit fine, a bit small but if you're assuming they're just 'day packs' with the heavy gear in an APC or truck they're fine.

If WW2 stuff is workable, might want to check out plastic US soldiers from Bolt Action. If you have a buddy who plays BA Americans you could probably work a deal where you get the backpacks and he gets cheaper troops (sans backpacks).

The mutant chronicle guys don't scale perfectly with IG. Their arms and head are too small for standard IG. That being said, the backpacks fit my cultist models pretty well and if you wanted to use the models, I'm sure if you could swap the arms and head out.
